Head of Critical Equipment Engineering Services, GMS Band E1

Gloucestershire Managed Services (GMS), a subsidiary of Gloucestershire Hospitals NHS Foundation Trust (GHNHST), is dedicated to delivering high-performing managed estates and facilities services, employing approximately 900 staff. We are seeking an experienced and proactive Head of Critical Equipment Engineering Services to oversee the management and maintenance of essential medical equipment, ensuring the highest quality of care for patients. In this key role, you will lead a dynamic team of medical engineers at the forefront of technical innovation, shaping service delivery and implementing improvement strategies that contribute to the Trust’s long-term success.

Main duties of the job

  1. Lead and modernise medical engineering services, ensuring alignment with the Trust’s strategic goals and high-quality patient care.
  2. Manage and develop a high-performing team of engineers and technical staff, providing guidance, conducting performance reviews, and fostering professional growth.
  3. Drive improvements in service delivery by modernising systems and processes, including developing private income generation opportunities.
  4. Develop and implement comprehensive maintenance strategies for medical equipment, including calibration and replacement plans, while ensuring compliance with safety and regulatory standards.
  5. Oversee budgeting for the Medical Engineering Services department, monitor departmental spending, and ensure effective allocation of financial resources.
  6. Negotiate service contracts and terms with equipment suppliers and maintenance providers to ensure cost-effectiveness while maintaining high service standards.
  7. Engage with stakeholders, including patients and clinical users, to gather feedback on equipment and ensure their needs are addressed in procurement and management strategies.
  8. Conduct safety testing of medical equipment and manage incident responses, ensuring compliance with MHRA and CQC standards and maintaining a safe environment.
  9. Represent the Trust at national conferences and advisory groups, contributing to policy discussions and sharing best practices in medical engineering.

Job responsibilities

As the Head of Critical Equipment Engineering Services, you will play a crucial role in creating a safe and compliant working environment across GMS. Reporting to senior leadership, your expertise will guide the development and implementation of maintenance strategies, governance and compliance measures, and staff engagement initiatives, ensuring adherence to all relevant safety and regulatory standards, including MHRA and CQC guidelines.

You will also prepare detailed reports for senior management, lead audits, and contribute to emergency and contingency planning while fostering relationships with internal teams and external stakeholders. Your leadership will be vital in ensuring high-quality service delivery and risk mitigation in medical engineering services.

Person Specification

Qualifications

  • Educated to Bachelor’s degree in Medical Engineering, Biomedical Engineering, related Business Management field or equivalent level of experience.
  • Certificate in project management methodologies like PRINCE2 or Agile.
  • A recognised qualification in or formal training in leadership, such as ILM Level 5 or higher or equivalent.
  • Chartered Engineer (CEng) Status, such as Institute of Engineering and Technology (IET) or Institute of Physics and Engineering in Medicine (IPEM).

Experience

  • Expertise in business management and leadership at head of department level of engineering teams.
  • Strong experience in managing departmental budgets, financial planning, procurement processes, with an emphasis on cost-effectiveness.
  • Expertise in the testing, maintenance, calibration, and procurement of medical equipment.
  • Experience contributing to national healthcare policy, key performance advisory groups, or medical engineering forums.
  • Experience participating in benchmarking schemes, comparing service delivery with other organisations, or managing external audits for medical equipment compliance.

Knowledge/ Skills

  • Proficient in managing large-scale engineering projects, from planning through implementation, ensuring on-time and on-budget delivery.
  • Ability to create and manage budgets, allocate resources, and monitor spending while meeting financial targets.
  • Understanding of data protection regulations (GDPR) relevant to medical equipment and healthcare environments, ensuring secure management of sensitive data.
  • Experience in leading or participating in research and development projects related to medical devices, contributing to innovation and service improvement.
