Service Manager – Contextual Safeguarding
Location: North West (Hybrid – 2 to 3 days on site per week)
Rate : £375 per day (Inside IR35)
Contract: 3 months initially
Start Date: ASAP | IT equipment provided
Baltimore Consulting are currently partnered with a Local Authority in the North West who are looking for an experienced Service Manager to lead itsContextual Safeguardingservice, focused on supporting vulnerable adolescents.
This is a key operational leadership role with responsibility for exploitation, child sexual exploitation (CSE), children with disabilities (CWD), Youth Justice, and wider adolescent safeguarding services. You’ll report directly to the Head of Service and line manage a small team, helping embed a cohesive, multi-disciplinary approach.
Your role as the Service Manager for Contextual Safeguarding:

  • Lead day-to-day delivery of the Contextual Safeguarding service.
  • Supervise and support three strong Team Managers.
  • Provide strategic oversight of adolescent and contextual safeguarding.
  • Contribute to inspection readiness and multi-agency partnership work.

Your experince as a Service Manager for Contextual Safeguarding:

  • Minimum 1–2 years of experience at Service Manager level within safeguarding/adolescent services.
  • Strong background in contextual safeguarding, exploitation, or Youth Justice.
  • Social Work England registration.
  • Ability to work on site in 2–3 days per week (across sites – mileage can be expense).
