Position Function:
This position oversees the day-to-day Operations Department and maintenance activities of the Authority\’s fleet. Assists the Director of Marine Operations in planning, organizing, scheduling and the efficient utilization of the fleet. Utilizes The Asset Guardian (TAG) to monitor the day-to-day preventative maintenance and corrective maintenance activities of the fleet. In cooperation with the Director Marine Operations, Project Engineer and Vessel Maintenance Manager, assists with repair and shipyard maintenance planning and schedule compliance to ensure efficient maintenance activities. This position also coordinates with Vessel Maintenance Manager and Facilities Maintenance Manager for manpower planning of craft personnel when working aboard vessels in operational status.

Duties and Responsibilities:

* Engine Department Utilization and Performance: Direct the efficient and effective use of vessel engineering plants, and develop service, operating and maintenance standards as a means of measuring compliance and performance. Coordinate routine USCG, ABS and other required inspections. Direct the disposition of USCG 835 deficiencies and other imposed citations. The Port Engineer is responsible for in-depth and current knowledge of all applicable federal and state regulatory requirements. Direct and perform employee evaluations and corrective actions and labor contract administration. Provide and convey information during revocation or suspension hearings, appeals tribunals, depositions, interrogatories and court hearings.
* Fleet Maintenance Schedule, Budget, Planning and Control: In cooperation with the Project Engineer, plans, budgets for and directs vessel maintenance contracts, capital construction and refurbishments, dry-dock schedules and repair facility availability periods. Plan, budget and direct Operating Budget expenditures for vessel superstructure preservation, major mechanical systems and steel replacement. In cooperation with the Project Engineer, review and concur with plan specifications and engineering specifications on major vessel contracts and approve change orders on vessel maintenance contracts.
* Vessel Design: Coordinate vessel engine department design requirements with the Project Engineer and Naval Architects to gain USCG approval.
* Human Resource Budget Planning and Control: Utilizes TAG to develop, implement and monitor the vessel preventive maintenance, machinery history and Work Order data bases. Direct vessel engine department manning, operations, maintenance program on a twenty-four (24) hour-a-day basis within the limitations and requirements of collective bargaining agreements, budgeting constraints and within crewing requirements set by regulatory agencies; e.g., United Stated Coast Guard , ABS, ICGB. Approve labor, materials, supplies, equipment and parts budgets, including fuel monitoring, control and analysis.
* Personnel Training Development: In cooperation with the Communications & Operations Center Manager, directs engine department training based on budget allocations, statutory requirements and SSA policy. Utilizes NAV to monitor the status of training efforts and make determinations regarding continuation of training based on needs. Coordinates with the Operations Department and the Manager of Environmental, Health, Quality and Safety to ensure safety issues are documented through the TAG system and remedied in a timely manner. In coordination with the other Port Engineer, Assistant Port Engineers and Vessel Maintenance Manager, conducts periodic safety audits of the vessels and maintenance facilities to ensure continued compliance with SSA and regulatory standards.
* Duty Schedule: Shall be available to respond to emergency calls after hours. Shall be required to alternate management weekend duty assignment with the other Port Engineer, Assistant Port Engineers, Vessel Maintenance Manager and Facilities Manager as directed. Perform duties of Director of Marine Operations in his/her absence.

Required Knowledge:
* Must possess a bachelor\’s degree in Marine Engineering or equivalent, be highly computer literate, familiar with CMMS programs and have previous experience in the operation and maintenance of main propulsion and auxiliary systems in a marine environment.
* Must have U.S.C.G. license of Chief Engineer (preferably unlimited Diesel and Steam).
* Maritime Academy Graduate (Preferred)
* Experience in Shore Side Vessel Management (Preferred)
* Proficient in the use of MS Project or Primavera (Preferred)
