Bay Cove Human Services’ mission is to partner with people to overcome challenges and realize personal potential. Bay Cove pursues this mission by providing individualized and compassionate services to people facing the challenges associated with developmental disabilities, mental illness, substance use disorders, and homelessness at more than 175 program sites throughout Greater Boston and Southeastern Massachusetts.

Job Summary:
The Program Manager with additional administration provides, as a fill-in capacity, for the day to day administration, programming, and operations of 24-hour community based residential programming serving adults with intellectual and developmental disabilities and complex needs. In addition, the Program Manager works with other managers to complete all hiring functions for specified residential program positions in the DDS Taunton/Attleboro and Brockton area and ensures that approved program budgets are up to date when posting positions and hiring. The Program Manager partners with the Program Managers and the Senior Program Directors to ensure that we are fiscally responsible with hiring into budgeted hours for each program. The Program Manager contributes to Bay Cove’s mission by providing effective, compassionate, and efficient services and through advocacy and leadership.

Essential Functions of the Position:
- Engages in staff recruitment, interviewing, hiring, orientation follow through, and ensure work assignments are accurate at hire.
- Liaison between applicants, new hires, and Program Management.
- Assist in setting up applicant tours with Program Managers.
- Works with Programs to ensure positions are posted and follow program staff budgets that are approved for fiscal year.
- Provides education to Program Managers around staffing budgets/schedules.
- Works with System and Training Manager to present updated HR information pertaining to hiring during monthly manager meetings.
- Organizes and manages schedules in a google document that is centrally located for each team\’s review.
- Attends and participates in weekly meetings with HR recruiter and System and Training Manager.
- Ensures accurate, professionally written, and timely hiring updates to the service director group monthly.
- Ensures that agency policies and regulatory standards are met and maintained, including internal QA, and external regulatory bodies, such as DTA, DPH, DDS, CMS, CARF, DPPC, HUD and MAP.
- Complete other duties and tasks as assigned by the supervisor.
Requirements for the Position:
- BA/BS in related field preferred or at least 3 years experience in the human service field.
- 5-7 years previous work experience in human service setting in lieu of educational requirements with demonstrated leadership skills.
- Certifications: CPR/SFA, within 30 days of hire, Mandt & DPH MAP Certification within 90 days of hire, Driver’s License upon hire
- Proficient in clinical and professional verbal, writing, and computer skills.
- Use of personal cell phone and/or vehicle
