JOB DESCRIPTION Job Title: Corporate Project Officer Directorate: Initially Place, however, may be required to work in any Council Directorate in the future Department: Strategic Capital Development, however, may be required to work in any Council location in the future Location: Initially the City Hall, Bangor, however, may be required to work in any Council location in the future. Strategic Capital Development currently work agilely to deliver its services with a base hot desk location within the City Hall Bangor Reports to: Capital Project and Programme Manager Salary Scale: P02 SCP 30 – 33 Car user status: Casual PURPOSE AND FUNCTION OF THE POST To support the Capital Project and Programme Manager in the delivery of a range of concurrent, typically high-profile capital and other corporate projects. Liaising with external consultants and project managers and managing budgets on schemes of varying sizes. PRINCIPAL DUTIES AND RESPONSIBILITIES Support the Capital Project and Programme Manager with stakeholder Directorates and Head of Services on the Development and Delivery of a range of Capital Projects and Programmes for the Council, including the wider Estate Strategy rationalisation. Support the Capital Project and Programme Manager in Project Managing a wide range of internal stakeholders to deliver transformation projects. To promote best practice in project management across the Council and contribute to the development and promotion of a consistent and effective project management approach across the organisation. Provide a professional and quality driven Capital Development Project Management support service for Directorate within the Council. Support the Capital Project and Programme Manager of a diverse multi-disciplinary and delivery teams, with particularly reference to capital contract administration Work with internal and external stakeholders to secure best value for money outcomes related to Capital Development Longer-term Whole Life Cycle, operating models and revenue associated costs. Responsible for the development of programme and project delivery plans, ensuring the co-ordination of all appropriate service, financial, legal, procurement and technical inputs. Assist in the delivery of projects within budget and ensure regular budget reports are provided in line with council procedures. Responsible for the delivery of programme and project milestones and ensure reviews or equivalent are carried out as necessary. To draft briefing papers, project documentation, Council Reports and assist in the delivery of presentations as required. To comply with and promote equality, health and safety in accordance with Council Policies and legal requirement. Any other duties as may be reasonably required consistent with the nature and level of the post. The main thrust of the post is ensuring the service takes a leading role in the development of inter-departmental plans for corporate themes and that it contributes fully to achieving corporate objectives. PERSON SPECIFICATION The person specification provides information on the qualifications, experience, knowledge and skills required to carry out the duties of the post. The essential criteria will be used for shortlisting and as part of the selection process. CATEGORY ESSENTIAL DESIRABLE QUALIFICATIONS HNC, HND, or equivalent in a relevant Project Management and/or capital subject area Bachelors Degree or equivalent in a relevant Project Management and / or capital subject area EXPERIENCE 3 yearsrelevant experience to include each of the following: Assisting and coordinating project(s) delivery across various stages of project delivery. Assisting and coordinating multi-disciplinary teams and internal / external stakeholders. Assisting and coordinating in the development of programme and project delivery plans, ensuring the co-ordination of all appropriate service, financial, legal, procurement and technical inputs. 5 years relevant experience in each of the criteria outlined in the essential experience criteria KEY SKILLS & ABILITIES Ability to understand and deliver the project scope, budget, duration and create the project requirements needed to complete the project. Ability to engage and manage internal and external stakeholders effectively. Ability to prioritise and manage workload / tasks. Competent in the use of Microsoft Office 365 and applications. Excellent interpersonal skills and the ability to work as part of a team. Competent in the use of SharePoint, Power BI, Microsoft Project and or equivalent to bring added value to the role. OTHER REQUIREMENTS A valid driving licence with access to a form of transport that will allow fulfilment of the duties of the post or have access to a suitable form of transport which will enable the post holder to meet the requirements of the post Attendance at evening meetings may be required occasionally The above alternative (access to a suitable form of transport), is a reasonable adjustment specifically for applicants with disabilities, who because of their disability, are unable to hold a valid driving licence.
