Here\’s where you come in:

As a Livelihoods/Economic Development Advisor in a response, your primary responsibility to spearhead the economic recovery and resilience-building efforts of affected households and communities. Your expertise will be instrumental in crafting and executing livelihoods interventions aimed at not just restoring, but enhancing, the economic well-being of those impacted by crises.The Livelihoods/ED Advisor is responsible of: 1. Drafting the Livelihoods and ED strategy. 2. Supporting the development of Livelihoods and ED programs. 3. Providing technical support to project teams for quality assurance. 4. Empowering and building capacities of the field staff 5. Representing the Response in cluster and working groups and with relevant Ministries/stakeholders, 6. Advocate for the prioritization of livelihoods and economic recovery within the broader humanitarian agenda, leveraging your expertise to drive policy dialogue and resource mobilization efforts.

Key Responsibilities:

Strategy & Program Development

  • Lead the development of a comprehensive Livelihoods and Economic Development (ED) strategy tailored to the unique needs and context of affected populations.
  • Craft innovative approaches and interventions that prioritize sustainable, resilient livelihoods as integral components of the recovery process.
  • Meet donors to preposition for new program ideas and models based on evidence.
  • Develop the technical/sectoral components of new proposals, in consultation with Programs, MEAL and Operations teams ensuring sustainability and impact.
  • Provide input into budget of technical components within new proposals.
  • Lead in design with Programs team and Operations for potential new proposals in Livelihoods/ED based on emerging new needs and ensure documenting of evidence.
  • Participate in development of new Response strategy and priorities based on emerging needs and donor interests.
  • Lead development of Technical approaches and technical programs in alignment with strategy.
  • Support implementation, monitoring and reporting

  • Provide technical supervision to field Livelihoods/ED staff including coaching, sharing resources and materials, revision of reports, analysing lessons, etc.
  • Closely monitor implementation from a technical perspective and establish systems of measuring impact as well as documenting evidence
  • Drive the conceptualization and implementation of Livelihoods and ED programs, ensuring alignment with the overarching strategy.
  • Collaborate closely with relevant stakeholders to identify opportunities for synergy and maximize the impact of interventions.
  • Conduct field spot checks on regular basis to monitor progress of projects and discuss challenges with field teams.
  • Co-lead with MEAL team the development of Evidence Building Plans (EBPs) for Technical Programs and for new projects.
  • Develop sector measurement tools in collaboration with MEAL team. Specifically, set sectorial/technical tool questions based on accredited global tools.

  • Provide technical review of livelihood/Economic Development/Food Security procurement related bids to ensure quality and value for money.
  • Review grant progress reports and M&E reports specifically program findings and recommendations.
  • Collaborate with MEAL team in organizing learning and reflections sessions for projects to track and document evidence.
  • Staff matrix Management & Capacity Building

  • Revise Livelihoods/ED related JDs when needed and participate in the recruitment of relevant project and technical staff.
  • Develop and revise Livelihoods/ED capacity building plans and share with P&C.
  • Orient and train Response relevant staff (including direct/matrix reports) on Livelihoods/ED Technical Programs, standards, tools, models, etc.
  • Provide regular feedback on performance for matrix reports.
  • Networking & External Engagement

  • Engage in networking and coordination with external Livelihoods/ED Stakeholders and partners (Livelihoods/ED clusters, working groups etc.
  • Participate in workshops, training and internal Response meetings, workshops, etc.
  • Coordinate with regional office and other relevant internal stakeholders at WV, whether at the Regional or Global level as necessary.
  • Learning and Research

  • Participate in all Livelihoods/ED projects’ lessons learned events and establish a system of capturing these to inform new programming.
  • Participate in design and roll out of new research proposals and initiatives of the Response as needed.
  • Conduct regular situational analysis of the sector and feed recommendations back to the Response for decision making on future priorities.
  • KNOWLEDGE, SKILL AND EXPERIENCE

    Required Education, training, license, registration, and/or Certification

  • Bachelor’s degree in any area related to Livelihoods/ED, Economy, economic development, Food Security, Agriculture, Value chain Development, etc.
  • Master’s Degree in the following areas.: Economic development, Business administration, Food security.
  • Required Professional Experience

  • Strong understanding of Livelihoods/ED systems, established Livelihoods/ED practices, Minimum Economic Recovery Standards, EMMA, etc.
  • Creative and able to come up with, embrace and coordinate innovative thinking, partnership building and problem solving skills.
  • Good analytical and writing skills.
  • Good interpersonal skills, influencing skills and cross-cultural sensitivity.
  • Effective in written and oral communication in English
  • Able to work on multifunctional tasks in the pressure of time and organizational changes.
  • Strong computer skills including Word, Excel, PowerPoint.
  • Three to five years of technical expertise in the areas of Economic development or Livelihoods/ED.
  • Experience in capacity building processes, tools and methodologies.
  • Two years or more NGO experience in the humanitarian and development fields respectively.
  • Experience in needs assessment and project design.
  • Experience in working with UN agencies, collaborating with relevant government ministries, and relevant Livelihoods/ED donors.
  • Proven experience in Livelihoods/EDs in Emergency, recovery and development settings.
  • Preferred Experience,Knowledge and/or other Qualifications

  • Experience participating in program design, implementation, monitoring and evaluation processes.
  • Experience with women economic empowerment programs agricultural and non-agricultural based livelihood programs.
  • Experience with program design and strategy development.
  • HEAT or equivalent is preferred.
  • Required travel and/or work environment accommodations

  • Ability to travel to/within domestically and Internationally as required.
  • Work hours are often in excess of 12 hours per day during difficult periods of the response.
  • Responses are often mounted in insecure or natural disaster-prone contexts, which may disrupt normal work patterns and generate staff safety issues.
  • Work and housing environments may at times be well below normal standards in terms of facilities, equipment, food availability and hygiene.
  • Effective written and verbal communication in English. Other UN languages such as French, Arabic, Spanish, and Portuguese, are preferred.
