Job Description:

Joining our Emergency Response Roster means you can be a part of our response, providing immediate support when disaster strikes.

Here\’s where you come in:

As an Education in Emergencies (EiE) Technical Advisor for a response, you will provide overall technical guidance in the design, implementation, representation and operational quality oversight of Education in Emergencies (EiE) programmes for the response and ensure that World Vision adheres to requisite Inter-Agency sector standards as well as Global, Cluster and Ministry of Education guidelines.

The role requires a thorough understanding of Inter-Agency for Education in Emergency (INEE) Minimum Standards, Child Protection in Humanitarian Action (CPHA) Minimum Standards as well as experience in integration with Mental Health and Psychosocial Support (MHPSS) and Cash interventions. In addition, the role will require frequent travel with a focus on the countries with the greatest need and World Vision education portfolio.

The successful candidate must demonstrate the ability to design, implement and ensure accountability to the most vulnerable children and populations through Formal and Non-Formal Education interventions in complex refugee settings and Internally Displaced Persons settings; as well as building organisational capacities and providing trainings to implement EiE approaches.

Key Responsibilities

  1. Lead the development and timely revision of the country Strategy from an Education in Emergencies (EiE) perspective in line with the objectives of WV’s Response Strategy and the OCHA Humanitarian Response Plan (HRP).
  2. Provide strategic leadership in EiE for the response in line with Ministry of Education in response policies as well as global sector inter-agency standards and guidance.
  3. Collaborate with relevant stakeholders to connect EiE responses with long-term development frameworks.
  4. Collaborate with EiE coordinators/managers as well as Child Protection managers/advisors, MHPSS advisors and Cash managers/advisors as well as other sectors to evaluate and design strategies which promote holistic outcomes, reduce protection risks facing children and improve learners\’ physical and emotional safety.
  5. Lead the development/revision of Education Technical Approaches and Technical Programs to be adapted for EiE in the local context.
  6. Lead in project design with the programme team and Operations team for potential new opportunities based on emerging new educational needs and funding opportunities.
  7. Provide input to designs based on needs assessment findings, evidence-based information and analysis targeting the most vulnerable.
  8. Ensure that new proposals submitted are in alignment with sector standards, strategies, plans and evidenced approaches.
  9. Promote technical excellence in the application of internal and interagency minimum standards including humanitarian standards, education in emergencies minimum standards, IASC guidelines.
  10. Lead capacity building on EiE (with integration to relevant sectors) through training and on-job coaching of World Vision and partner staff to ensure quality programming and sector integration.
  11. Lead the hiring process for qualified local and expatriate staff to implement CPHA and/or integrated programmes.
  12. Support the response leadership in partners identification by using sector guidance, competency frameworks and other tools tailored to assess partners capacity to respond for EiE in line with WV and interagency standards.
  13. Participate and when possible, lead relevant coordination mechanisms (e.g. Education Cluster or Working Group) and collaborate with other relevant groups (e.g. the Local Education Group) to improve the efficiency and quality of the EiE response.
  14. Actively contribute to the discussions and development of Humanitarian Response Plan (HRP) and relevant process to shape the priorities and directions for EiE in early stages of the emergency; and lead on facilitating EiE coordination tools and guidelines.
  15. Enhance World Vision’s visibility and leverage World Vision’s EiE expertise as a partner of choice in external engagement opportunities.
  16. In coordination with Programme/GAM team, build strong relationships with existing/new donors, and explore potential donors who prioritise EiE interventions for new program ideas and approaches based on evidence.
  17. Support DME to integrate EiE needs in organisational assessments /represent WVI and contribute to the interagency assessment and monitoring processes both for EiE joint assessment and for multisectoral assessments.
  18. Co-lead with DME team the development of Evidence Building Plans (EBPs) for used approaches and new projects; and develop sector measurement tools.
  19. Use assessment analysis to identify priorities and recommend key response modalities.
  20. Provide timely, accurate EiE reporting to response management and programmes.
  21. Provide technical leadership to EiE-related case studies, learning reviews and publications within the Response.

Knowledge, Skills and Experience:

  1. Master\’s degree or equivalent in an education or relevant social sciences field or substantial field/practical experience working in education in emergency situations.
  2. European or international driving license.
  3. EiE Online training course certification (Kaya platform)
  4. Up to 7 years’ experience working in Emergency in Emergencies (EiE) in complex refugee and IDP settings.
  5. Extensive experience in multi-sector integration to promote holistic child development.
  6. Experience in building strong collaborative partnerships with internal and external (Local organisations, international organisations, UN organisations, Corporate, Government and Military) stakeholders.
  7. Experience in working with local partner organisations for timely and quality implementation of EiE programs.
  8. Ability to design and roll out capacity building of staff (including local partner organisations) in key competencies in adherence to global sector guidance and minimum standards.
  9. Excellent writing skills.
  10. Effective written and verbal communication in English. Other UN languages such as French, Arabic, Spanish, Portuguese, preferred.
  11. Ability to travel to/within domestically and internationally as required.
  12. Long working hours often exceed 12 hours per day during the onset of the response.
  13. Responses are often mounted in insecure or natural disaster-prone contexts, which may disrupt normal work patterns and generate staff safety issues.
  14. Work and housing environments may at times be well below normal standards in terms of facilities, equipment, food availability and hygiene.
  15. Hostile Environment Awareness Training (HEAT) or equivalent relevant security training certificate.
  16. Previous experience working in other sectors (i.e. Education, ECD, MHPSS, Food Security or Cash) in addition to CPHA.
