This is an exciting time to join the Executive Team at Blackpool Teaching Hospitals NHS Foundation Trust as we continue our improvement journey. In taking on this important role, you will bring experience, energy and innovation to guide, develop, and shape our medical professionals while supporting the further development and implementation of the Trust\’s priorities including its financial sustainability plan. An inclusive leader, you will also play a critical role in representing the Trust within the Lancashire and South Cumbria \’system\’, working collaboratively with other medical directors at a national and regional level. Main duties of the job Working as a key member of the Trust\’s executive team, as Chief Medical Officer you will share collective responsibility with the Board for leading organisational and cultural change and guiding the Trust to become widely recognised as a great place to work. Job responsibilities Principle Responsibilities Work with the Board of Directors, Governing Council, staff and associated external bodies to develop a shared understanding of the Trust\’s vision, values and strategic aims. Work closely with the Chief Executive and senior colleagues to shape and manage our long-term strategic objectives. Undertake an active role in shaping and delivering the hospital services strategy ensuring that services are in line with national guidance. Work closely with primary, community and specialist (e.g mental health) colleagues, providing organisational and system leadership to improve clinical outcomes. Develop and improve clinical pathways and deliver system-wide transformation projects. Advise the Chief Executive and the Board of Directors on all aspects of medical, clinical governance and medicine management issues. To develop effective working relationships with the Associate Medical Directors, Divisional Directors and Clinical Leads to ensure that the views of clinicians are available to the Board and implications of decisions are made explicit to the Board. Corporate Management Work with the Executive Director colleagues to establish (and continuously develop) a clinical leadership model which ensures that all clinicians have the ability to influence decisions at all levels of the organisation and supports the devolution of responsibility and ownership to divisions, with appropriate systems to ensure accountability and performance management. Take responsibility for leading and co-coordinating programmes of improvement in line with our approach to continuous improvement and national and regional initiatives. Provide expert professional and clinical advice to the Board of Directors. Contribute to response and resolution of a range of statutory contractual and service obligations, financial viability, risk and public relation issues. Ensure the clinical voice is heard within the organisation and clinicians at all levels are informed and actively engaged in the development of strategic direction and programmes of improvement. Medical Workforce Development To lead the workforce development and transformation required to deliver our Clinical Service Strategy, in order to ensure clinically and financially suitable models of patient care are provided across organisational boundaries. To lead the development of integrated clinical pathways and the clinical workforce modelling required to support delivery of these. To lead the development and implementation of clinical delivery models to meet the requirements of national strategic imperatives, e.g. 7-day working / patient safety improvements. To identify further opportunities for new ways of working/roles to address recruitment and retention challenges, working collaboratively with the Operations, Nursing and Midwifery Directors to review and implement appropriate new pathways and roles. To deliver healthcare reform to drive improvement in services and responsiveness to patients, in collaboration with other executive directors. To ensure all junior doctor rotas remain compliant with external standards and legislation Clinical Governance. Provide leadership, structure, and clarity to the medical profession through the identification and promulgation of appropriate clinical and performance standards within a fair and transparent culture. Monitor the performance of our medical staff against established clinical standards, establishing strong links with the National Cardiac Arrest Audit (NCAA) & NHS England (NHSE) regarding patient safety. In conjunction with the Director of Nursing and Midwifery, take the lead in developing systems for ensuring effective clinical governance across the organisation. Implement systems to ensure all of our doctors are aware of their professional obligations to apply and comply with all relevant organisational and GMC procedures. Take the lead in all medical disciplinary matters. Take the lead in the medical input to CQC monitoring and inspection processes and performance management. Take lead responsibility for implementing local systems to operate consistently with GMC procedures in respect of discipline, performance, and sick doctors. Act as a full member of and provide professional advice to Advisory Appointments Committees for new consultants. Take lead responsibility for the clinical audit effectiveness and strategy, chairing the clinical effectiveness advisory group ensuring the audit and improvement cycles reflect national and local priorities. Lead and coordinate improvements to patient pathways in response to national directives, national bench marking and safety alerts, e.g. sepsis, AKI. Provide active leadership and engage with partners in ensuring the development of new and existing service networks, for example, vascular, trauma and cancer networks. Lead and coordinate mortality and morbidity review programmes taking responsibility for reporting outcomes and improvements to the Safety and Quality Sub-Committee and Boards of Directors. Provide professional leadership to progress the research and development strategy, ensuring that it complements our vision and strategic direction. Information Governance Ensure that we are compliant with professionally recognised clinical information management standards and has robust systems in place for information governance that comply with legislative and other requirements (Freedom of Information Act, Data Protection, Caldicott, etc.) working with shared services. To contribute to the assessment of compliance against the standards of the \’Information Governance Toolkit\’. To contribute to our IT strategy, including providing appropriate clinical and information governance advice. To perform the lead role for Information Governance (Caldicott Guardian) on the Board of Directors. To be fully aware of and committed to all policies, procedures and initiatives relating to information governance – this will include, but is not limited to, data quality improvements, confidentiality, and information security. To take personal responsibility for safeguarding and ensuring the quality of information. Revalidation Responsible Officer To take on the responsibilities associated with the role of Responsible Officer as defined by the GMC. Medical Engagement Responsible for leading engagement with medical staff at all levels to encourage a culture of an inclusive and clinically led organisation.
