The Opportunity

Water Resources East (WRE) is looking for a new team member with a passion for data and everything that’s made possible when quality data is put to work and is accessible by the right people. The successful candidate will support WRE’s Technical Director and technical team to develop the next Regional Water Resources Plan for Eastern England, and put data and data insights at the heart of a programme of catchment-scale Environmental Destination investigations – a key element of the water sector’s Water Industry National Environment Programme (WINEP) for the 2025 – 2030 period.

The WRE team is home-based but meets at least monthly in Cambridge, Huntingdon or London.

About Water Resources East

Water Resources East (WRE) is the independent, not-for-profit membership organisation tasked under the National Framework for Water Resources to produce a multi-sector, long-term regional water resources plan for Eastern England. WRE published its Regional Water Resources Plan in December 2023, and a progress report in January 2025.

The role

As a Data Analyst you will work with the wider team and stakeholders to create, improve, manage and share environmental and water resources data sets. Your work will be central to developing a shared understanding of the scale of the water resources challenge resulting from our ambitions to improve the resilience of and enhance the water environment, while building resilience to climate change across water-using businesses and the rural economy.

The Data Analyst will:

  • Act as WRE’s central point of contact on data matters for key technical leads at the Environment Agency, our Water Company members and other stakeholders.
  • Act as WREs’ data custodian, sitting at the heart of our new centralised data management and workflow system to be developed later this year. This will include management of data quality checks and tight version control procedures.
  • Ensure that WRE\’s data management complies with third party data licencing requirements. This will involve working with WRE\’s legal support and WRE management.
  • Manage and develop GIS datasets and their partners\’ use of it to support catchment-level and regional multi-sector water resources planning. This might include working with the wider technical team and consultants on new visualisations, interactive tools and other products such as online ESRI story maps.
  • Manage existing, and create new online dashboards and visualisations (for example Progress Report Data Dashboard) using Power BI or other suitable tools.
  • Work with data and GIS leads at the Rivers Trust and the Environment Agency to build on WRE’s ambitions to make as much data publicly accessible as possible.
  • Support/lead the collation and visualisation of data for next Annual Progress Report.
  • Support WRE’s SharePoint management and other data sharing platforms.
  • Work with the Environment Agency and WRE Stakeholder Lead to make best use of data outputs from national screening tools to develop greater cross-sector understanding of the nature of water resources challenges and how they differ across catchments and for different types of businesses.
  • Use and draw insights from new catchment and water resources systems models.
  • Facilitate catchment stakeholders to develop solutions to their water challenges through provision of data, access to tools and provision of expertise.
  • Support WRE’s developing understanding of the benefits of Nature-based Solutions alongside Norfolk Water Management Strategy through better data management and sharing.

About you:

WRE’s Data Analyst will:

  • Have relevant experience gained in either a professional or research setting.
  • Have experience managing large datasets across disciplines and managing quality, version control and sharing.
  • Be numerate and comfortable working with data, and be able to present data logically using a variety of approaches.
  • Have a good understanding of IT including Microsoft packages such as Excel, SharePoint, and Teams
  • Have the ability to develop, follow and maintain procedures to ensure the accurate maintenance of technical workflows.
  • Have impeccable attention to detail and organisational skills.
  • Be methodical with strong problem-solving skills and the ability to work using your own initiative.
  • Have experience using Power BI and/or other data visualisation software
  • Have GIS experience – they currently use ESRI ArcGIS

The following would be an advantage but are not essential.

  • Have an understanding of current challenges surrounding water quality and water resources in Eastern England.
  • Have skills or proven experience of managing projects.
  • Have experience in programming and app development.
  • Have experience supporting the delivery of technical projects through data interpretation, reporting, and presenting data (written and orally) to technical and non-technical audiences.
  • Have experience liaising with those working outside of your immediate area of expertise as part of a multi-disciplinary team.
