Main Purpose of Role
To perform the role of the Commission Manager, taking responsibility for end-to-end service delivery
To ensure that client objectives are met through the delivery of an effective cost management service
Scope
Cost Managers handle commissions of varying sizes, depending upon the complexity of the project. Typically, projects fall within the £5m to £10m range. Our markets include Healthcare, Education, HT&M, Retail Banking and beyond.
Key Accountabilities
Assist on feasibility studies and write procurement reports
Estimate and cost plan, producing and presenting the final cost plan using The Hive and other cost management tools
Tender and procure, manage pre‐qualification, tenders, preliminaries, analyse and compile tender documents using The Hive, eTender Platform
Act as contract administrator, managing post‐contract cost variances and change control processes
Make cost checks and carry out valuations on larger projects, ensuring timely and accurate cost checking and valuation
Produce monthly post‐contract cost reports via the Cost Control App and present them to the client
Input into value engineering and negotiate final accounts
Interface with the client, Project Manager, and other consultants at all project stages
Work collaboratively with Turner & Townsend\’s project management team during project delivery
Where appropriate, lead a cost management team, ensuring they deliver on all accountabilities above
Utilise bespoke digital tools: The Hive: Benchmarking App, CostX, Market Rates App, eTender Platform, and Cost Control App
Implement the Embodied Carbon Calculator to produce carbon footprint reports
Support the execution of the NewLeaf strategy
Manage internal fees, internal job costing and resourcing requirements
Marketing and Business Development
Identify opportunities to develop new business with existing clients and report them to the appropriate line manager
Develop and maintain a professional network of peers and potential clients
Assist in the production of bid documentation
Identify ways to improve cost management procedures, templates and products and refer ideas to management
Participate in extracurricular activities including external groups, networking and CPD events
Internal Management Accountabilities
Knowledge management – Ensure key information and learning from each commission is entered into the internal database
Process improvement – Identify ways to improve internal systems and processes and refer ideas to management
Assist in the support, development, and mentorship of junior staff members
Reporting
Depending upon context, a Cost Manager is likely to report to a Senior Cost Manager or Associate Director.
Key Performance Indicators
Commissions are managed to the right quality standards and are completed efficiently and on time
Service delivery on commissions aligns with conditions of appointment
Good relationships are developed with clients and cross‐functional team members
Act as an effective member of the cost management team, including taking responsibility for Assistant Cost Managers when appropriate
Identify opportunities to develop new business with existing clients
Margin levels are monitored on all commissions
Key information and data is effectively cascaded and appropriately retained
Qualifications
Ability to work with autonomy

Experience and Skills
Proven track record of delivering high‐quality cost management / quantity surveying services across the full project lifecycle
Ideally professionally qualified (RICS or similar)
Degree or HNC level qualification
