The post holder is responsible for the successful development of UHP\’s estate funded through various routes. They serve as the professional lead for the Trust’s Current Estate Development Strategy, including Site Development & Decarbonisation Plans, and lead the delivery of major capital investment bids and programmes related to estate development. Additionally, the postholder oversees the Directorate’s Transformation, Systems, and Compliance portfolio.
The post holder manages all aspects of capital projects from inception to completion, including planning, feasibility, costing, project management, design, contract administration, and site supervision. They will establish a programme management approach for the Trust’s portfolio of capital projects to enhance transparency and efficiency, and will lead efforts to embed a strong project management culture. The role involves managing external partnerships related to estate development schemes and leading reporting on scheme progress to stakeholders such as NHS-E/I.
The post holder will collaborate with the Future Hospital Programme Deputy Director, who oversees large-scale redevelopments funded through the government’s New Hospitals Programme.
Key Responsibilities
- Provide effective leadership of project and programme teams.
- Design, develop, and implement a programme management framework.
- Support the development of project and programme business cases.
- Develop robust partnerships with Care Groups, Service Lines, and Corporate Functions.
- Maintain strategic partnerships and the Trust’s Retained Site Development Plan.
- Maintain and update the Green Plan.
- Develop governance and processes to maximize inputs from Principal Supply Chain and other project delivery partners.
- Ensure Site Services systems meet requirements.
- Manage the Energy budget and explore mechanisms to reduce costs annually.
- Conduct research and development activities.
- Oversee capital planning services to ensure compliance with HBN & HTM standards.
- Operate with a high degree of autonomy on highly technical work streams.
- Meet all national and local service delivery targets.
Preference will be given to internal Trust staff, as well as ‘Priority’ and \’At Risk\’ status including NHS At Risk staff throughout Devon who demonstrate recent relevant experience as per the Person Specification.
