About the job
The Director of Location Strategy and Operations is a critical leadership role responsible for overseeing the strategic alignment and operational execution of location-based initiatives across the organization. This role will ensure that locations align with the company’s global workforce and business strategies, driving operational excellence, efficient execution, and continuous improvement in location planning, performance, and evaluation. This role is pivotal in aligning location strategy and operational practices across regions while collaborating closely with cross functional partners and senior leadership to execute.
Responsibilities
In this role, you’ll:
- Lead and drive decisions related to location strategy (expansions, new markets, M&A, exits) by partnering and influencing senior leaders and cross-functional teams.
- Participate in workforce planning discussions with People Team members and leaders to understand, identify and influence location strategy decisions.
- Facilitate regular alignment sessions with regional leaders and stakeholders to ensure consistent communication and implementation of location strategies.
- Act as a liaison among various business units to coordinate cross-functional initiatives and resolve any location-related challenges
- Design location health scorecards and metrics to track the performance, effectiveness, and operational wellness of strategic growth locations; regularly analyze location performance data and provide actionable insights to leadership for continuous improvement.
- Oversee the end-to-end process for new location requests, including business case creation, due diligence and location feasibility research, resource/budget allocation and obtain stakeholder approvals.
- Direct and oversee the project planning and execution of location expansion or exit initiatives; working cross functionally to align deliverables within the specified timeline in order to meet business needs.
- Drive program improvements for the Regional Leadership Councils and partner with the councils on key initiatives and deliverables.
- Ability to work autonomously and proactively identify opportunities for collaboration and program improvements
- Own and maintain Twilio’s Global Hiring guidelines for all locations, ensuring compliance with regional and corporate policies, and alignment to our location strategy.
- Manage a project manager with providing day to day support, setting quarterly goals and objectives, and alignment of work and priorities

Required:
- A minimum of 7 years experience in global project and/or program management with a proven track record of successfully delivering large scale, complex and cross-functional projects and initiatives.
- Ability to partner with leaders to define business objectives, understand strategies and collaborate on recommendations to meet these goals and objectives
- Ability to write a strong business case with cross functional inputs, including risks, resources and recommendations for executives to review and approve; influencing stakeholders at all levels
- Strong leadership, excellent communication skills, and collaboration skills
- Ability to influence stakeholders at all levels
- Demonstrable experience in managing complex projects and cross-functional teams (establishing project/program deliverables, timelines and ensure successful completion)
- Establish a comprehensive change management framework for each location initiative and create/drive enablement of key stakeholders as needed
- Global mindset with the ability to recommend approaches appropriate for a specific region/location
- Flexibility to work across timezones and accommodate meetings in North America or Asia-Pacific timezones, within reasonable hours, will be required.
- Experience with location strategy and operations a plus
- Experience being a people manager and leading a small team
- Solid understanding of the workforce planning process
Location
This role will be remote and based in Ireland or the UK.
Travel

For this role, you may be required to travel occasionally to participate in project or team in-person meetings. While we only expect minimal travel, we do expect that this person has flexibility to work across timezones and accommodate meetings in North America or Asia-Pacific timezones, within reasonable hours, will be required.
