The North East Mayoral Combined Authority is seeking an exceptional individual to lead the development and delivery of ambitious, high-impact skills programmes that respond directly to our region’s economic needs and social aspirations. This is a rare opportunity to take a senior leadership role in one of the UK’s most exciting devolution contexts, delivering programmes that make a real difference to people and places.

As Head of Skills Programmes and Delivery, you will oversee the implementation of a substantial portfolio – including the Adult Skills Fund and Skills Bootcamps – ensuring effective programme design, commissioning, and delivery at scale. You\’ll bring a sharp focus on innovation, using evaluation and insight to challenge conventional approaches, embed continuous improvement, and unlock new ways of tackling entrenched challenges in our labour market.

We’re looking for a strategic thinker and skilled operator, able to translate policy into action. You’ll need deep knowledge of national skills policy, adult education, apprenticeships and technical pathways, alongside the experience to lead cross-sector relationships and manage complex delivery partnerships.

This role requires someone who can lead with vision and deliver with discipline – ensuring that our programmes drive inclusive growth, meet the needs of learners and employers, and demonstrate clear impact and value for money.
