We are currently looking for a Talent & Capabilities Partner to join our People Function within the Corporate group.
Please note this opportunity is currently only available to those working within the Civil Service. Applications from non-Civil Servants may not be reviewed and may be rejected.
This is a full-time opportunity, on a permanent basis. The role will be based in 10 South Colonnade, Canary Wharf London, E14 4PU/South Mimms, Hertfordshire. Please be aware that this role can only be worked in the UK and not overseas.
Government departments and agencies are working towards implementing a minimum 60% attendance in office sites.
We are currently implementing a flexible, hybrid way of working, with a minimum of 8 days per month working on site to enable the collaboration and contact with partners and stakeholders needed to deliver MHRA business. Attendance on site is driven by business needs so depending on the nature of the role, this can flex up to 12 days a month, with the remainder of time worked either remotely or in the office. Some roles will need to be on site more regularly.

What’s the role?
As a Talent and Capability Partner, you will play a central role in shaping and delivering learning, development, and talent initiatives across the Agency. Working closely with the Head of Organisational Development, Talent and Capabilities, and key stakeholders, you’ll support the design, delivery, and evaluation of impactful learning and career development programmes aligned to strategic priorities. This is a dynamic and collaborative role, requiring strong partnership skills and a passion for enabling people to grow, lead, and thrive.
Key Responsibilities

  • Learning & Development – Design, commission, deliver and evaluate engaging, accessible learning solutions in line with organisational priorities, including managing compliance with Civil Service L&D spend controls.
  • Career Development – Lead the Agency’s internal careers development programme and support coaching, mentoring, and buddying schemes to enable career progression.
  • Leadership & Management Development – Identify and deliver learning solutions to build management capability and embed Civil Service leadership standards across the organisation.
  • Talent Management & Stakeholder Engagement – Act as the Agency\’s lead for Civil Service talent schemes and maintain partnerships with external stakeholders to identify and deliver talent development opportunities

Who are we looking for?
Oursuccessful candidatewill have:

  • Proven experience across the full training cycle , including needs analysis, design, delivery, and evaluation of learning and development programmes.
  • Strong interpersonal and communication skills , with the ability to influence and engage stakeholders at all levels and tailor learning approaches to diverse audiences.
  • Collaborative and partnership-oriented , with a track record of working effectively across teams and external networks to deliver shared goals.
  • Experience of implementing change and driving continuous improvement in learning and talent development practices.
  • Relevant CIPD Level 5 qualification (or equivalent experience) in learning and development, with knowledge of learning management systems (desirable).

Role
Certain roles within the MHRA will require post holders to have vaccinations, and in some circumstances, routine health surveillance. These roles include:

  • Laboratory-based roles working directly with known pathogens
  • Maintenance roles, particularly those required to work in laboratory settings
  • Roles that involve visiting other establishments where vaccination is required
  • Roles required to travel overseas where specific vaccination may be required.

Applicants who are successful at interview will be, as part of pre-employment screening subject to a check on the Internal Fraud Database (IFD). This check will provide information about employees who have been dismissed for fraud or dishonesty offences. This check also applies to employees who resign or otherwise leave before being dismissed for fraud or dishonesty had their employment continued.
