Performs a variety of routine and complex technical work involved in the enforcement of State Building Code, Reading Zoning Bylaws, and other related codes and standards, through building inspections and other means.

Essential Functions

  • Division Head overseeing Building Division including but not limited to managing personnel, and other aspects of the division.
  • Enforces building related codes, including State Building Code, Uniform Abatement of Dangerous Buildings Code, and local codes such as zoning, floodplain, signs, etc.
  • Performs on-site building inspections to ensure compliance with codes. Inspects footings, foundations, framing, mechanical systems, and other to ensure that the structural quality used in the construction is standard and meets code requirements.
  • Reviews building permit applications, and issues building and occupancy permits as appropriate. Takes corrective action as needed during the permit process to issue stop work orders, correction notices, and citations. Performs follow-up inspections to ensure compliance so that work may progress.
  • Maintains annual records of building permitting, fees, and inspection activity, and completes related reports.
  • Investigates complaints and violations regarding commercial and residential buildings, building construction for code compliance, and zoning enforcement. Orders the discontinuance of illegal use of land, buildings, or structures.
  • Resolves complex and sensitive customer service issues, either in person, by telephone, or in writing. Maintains records and documents of customer service issues and resolutions.
  • Attends meetings of the Zoning Board of Appeals (ZBA), held twice per month in the evening. Assists the Boards as needed and provides information and interpretations.
  • Reviews and issues Zoning Determination requests and other administrative land use information requests with support from the Community Development Director as needed.
  • Interacts with Public Safety, Engineering, Planning, Health, and other departments as needed to consult on code related needs and permitting advancement.
  • Direct and supervises part- and full-time Plumbing & Gas Inspector (1), Electrical Inspector (1), Building Inspectors (3) and Administrative Permitting Staff (2) daily.
  • Leads and improves the permitting software program including application processing, fee assessment and collection, and permit issuance.
  • Explains, interprets, and provides guidance regarding all applicable codes within area of responsibility to architects, engineers, contractors, developers, and other interested parties.
  • Prepares comment and attends staff meetings such as Development Review, Hording Task Force, and other as required.
  • On-call as needed for emergencies and other issues.
  • Performs other duties and works on special projects as assigned or directed.

Work Hours

This is a full time position with typical 40 hours per week, varied hours Monday through Thursday with required availability for after normal hours of operation. Emergency on-call 24 hours a day required, with weekend availability if necessary.

Minimum Qualifications

  • Graduation from high school or GED equivalent; and
  • Must be certified by the BBRS as a Local Building Inspector, certification as a Building Commissioner in accordance with the provisions of 780 CMR R7, the Rules and Regulations for the Certification of Inspectors of Buildings, Building Commissioners and Local Inspectors.
  • Minimum of four (4) years of progressively responsible experience in general construction and related fields; or
  • Any equivalent combination of education and progressively responsible experience, with additional work experience substituting for the required education on a year for year basis.
  • Proficiency in using relevant technology including Microsoft applications (Word, Excel, etc.), Outlook, Open Gov Permitting and Licensing, and other technology including handheld devices.

Special Requirements

  • Must possess and maintain a valid State driver\’s license or have the ability to obtain one prior to employment;
  • State Contractor’s License required.
  • State Certification as a Building Commissioner required.
