Job Introduction
Command and Control Room Manager
Location: HS2 Logistics Hub, Willesden
The Command and Control Room (C&CR) Manager is responsible for the effective oversight and daily management of the SCS Command and Control Room, located at the HS2 Logistics Hub in Willesden. Acting as the central point for all SCS security operations, the C&CR plays a vital role in supporting the wider HS2 project through the use of advanced technologies, including CCTV, Automatic Number Plate Recognition (ANPR), Biometric Site Access (Biosite), Mudcam, and other innovative systems.
As the first point of contact for all security-related incidents, the post holder will be expected to liaise with emergency services, including the police, where appropriate. The C&CR operates on a 24/7 basis and provides continuous support across several core functions, including:
- Managing physical access control issues
- Responding to HS2 helpdesk enquiries
- Monitoring and reporting incidents in line with the Incident Management Plan

Role Responsibility
The Control Room Manager is responsible for:
- Managing all control room functions and 12 staff
- Ensuring the correct competent staffing levels are in place 24/7
- Manage training and development of control room staff
- Reviewing data access requests for stored CCTV footage, documenting approval/rejection as appropriate.
- GDPR
- Ensuring only authorized individuals are allowed access into the control room
- Managing the operational use and maintainence of 1500 CCTV cameras and associated arming schedules, ensuring compliance with GDPR procedures
- Undertaking regular checks of CCTV locations to ensure they are fully functioning and providing the optimum picture requirements and liaising with the respective area security managers.
- Providing support to the area security managers and security supervisors
- Mudcam monitoring and response
- Ensuring the C&CR provides an excellent level of out of hours support to the HS2 helpdesk
- System health – 200 ANPR route compliance cameras
- Work with the security data analyst to ensure control room reporting meets the needs of the business
The Ideal Candidate
Essential Qualifications & Skills
- Excellent communication and interpersonal skills
- Competent in the use of reporting systems such as HS2 Horace or similar
- Detailed knowledge of security technology – CCTV, Access Control
- Experience in reporting and emergency response procedures
- Excellent Knowledge of GDPR and the CCTV codes of practice
Desirable Qualifications & Skills
- Experience as a Control Room Manager on a large construction project
- SIA license
