Weâre looking for a Head of OFTO Policy & Investment to join us and direct one of the most commercially and strategically important areas of our offshore wind programme.

This unique senior role combining policy, financial oversight and investor engagement, is perfect for a versatile leader with experience across infrastructure, regulation, or commercial investment. Youâll guide a high-performing team while working across a programme with national impact, supporting the delivery of major offshore wind transmission investments.
With responsibility for the OFTO Policy and Investment team, youâll be directing the charge on innovative initiatives that are delivering real change in the sector. The role offers unmatched variety with a balance of team leadership, strategic policy development, and high-value external engagement. Youâll be a vital part of every aspect of offshore operations, from investing and finance to operational matters that will ensure the future of sustainable energy from offshore sources.
Weâre looking for someone with exceptional policy development skills, a self-assured and inclusive leadership style, and the ability to build trust-based relationships across internal teams and senior stakeholders. Youâll also bring strength in either investor engagement or financial/programme management and a strategic outlook to help shape the next generation of offshore transmission.
This is an exciting time to join Ofgem. Youâll drive a team of five senior subject matter experts within a larger, collaborative programme of around 30 professionals. Itâs a culture that supports mutual learning, shared ambition, and inclusive leadership. We have a critical purpose to develop the regulatory and investment frameworks that underpin the UKâs offshore transmission system. In this high-impact role, youâll shape policy that encourages new investment, maintains confidence in the OFTO regime, and supports the delivery of £20bn in offshore transmission over the next five years.
- Significant experience of leading the policy development process, and managing the input of relevant analytical, technical, and legal experts to present policy recommendations that highlight the risks, trade-offs, and wider commercial and economic considerations to decision makers.
- Excellent written and verbal communication skills that effectively communicate complex issues to non-expert audiences, distilling complex subject matter â ideally on financial & investment issues – into relevant messages for internal/ external stakeholders at a range of level.
- Proven aptitude for leadership, with an ability to build effective working relationships with teams and a wide range of stakeholders that creates space for constructive, open, and transparent engagement contributing to a culture of inclusion
- Develops, plans and delivers work outcomes, including clear and transparent work objectives, milestones and success metrics.
- Excellent negotiation, influencing and stakeholder engagement skills, with the ability to represent Ofgem effectively at external and senior levels.
