We\’re looking for a Senior Cost & Commercial Manager to join our team, someone who thrives in a dynamic environment, enjoys working with others, and is passionate about making a difference!

Your Role

Reporting to the Commercial Lead, you\’ll work in a matrix organisation alongside programme and project managers. You\’ll develop and manage cost plans and contract administration, primarily related to NEC contracts, while contributing to multi-modal projects across TfGM.

You\’ll also lead a team of Cost Managers and Commercial Assistants, supporting their development and working collaboratively with colleagues across Finance, Legal, Procurement and wider TfGM to deliver coordinated and effective commercial outcomes.

Our Commercial Function sits at the heart of TfGM\’s major project delivery. We provide expert commercial, cost and contract management support across programmes that improve how people travel, connect, and access opportunities across Greater Manchester.

We work closely with teams across the organisation and our supply chain partners to ensure value for money, robust commercial decision-making, and strong governance throughout the project lifecycle. Our work directly contributes to safer, greener, and more reliable transport for the communities we serve.

As a Senior Cost & Commercial Manager, you\’ll bring:

  • Experience in commercial and contract management across the lifecycle of infrastructure projects
  • Strong knowledge of NEC contracts and industry standards
  • A track record of delivering cost-effective outcomes from inception to completion
  • Excellent negotiation and stakeholder management skills
  • Experience building and maintaining supply chain relationships
  • Experience leading and developing teams
  • Experience working across departments under time pressure to achieve coordinated commercial outcomes
  • A degree in Commercial Management, Quantity Surveying or equivalent experience

This is a permanent role with a salary of Β£57,770 – Β£65,024
