A forward-thinking Block Management company is seeking a Heat Network Manager to take ownership of their communal heat network operations across a growing portfolio of residential developments. This is a key role focused on delivering efficient, cost-effective, and regulatory-compliant heating services to residents. You’ll be the in-house expert on communal and district heat networks, ensuring systems run smoothly, energy billing is accurate, arrears are minimised, and customer queries are resolved with empathy and professionalism. This role involves both strategic oversight and hands-on collaboration with operations, finance, and external billing partners.

Key Responsibilities

  • Oversee the reconciliation of energy usage and fuel costs, ensuring accurate resident billing
  • Proactively manage and reduce heat account arrears through monitoring and engagement
  • Oversee and coordinate third-party heat billing providers, ensuring high service standards
  • Ensure all heat networks are compliant with Ofgem regulations, Heat Trust principles, and other relevant UK standards
  • Develop operational risk controls and monitoring frameworks for heat systems
  • Work cross-functionally with internal teams to resolve technical or service-related issues
  • Lead on continuous improvements to system efficiency, reliability, and cost-effectiveness
  • Provide exceptional customer service by addressing resident concerns and queries promptly and professionally

About You

Experience:

  • Proven track record managing communal or district heating systems
  • Familiarity with energy billing, debt recovery, and financial reconciliation processes
  • Experience working within regulated environments (e.g., Ofgem, Heat Trust compliance)
  • Prior experience collaborating across departments or with external contractors
  • Background in residential block management, social housing, or building services is advantageous

  • Strong technical understanding of heat networks and performance monitoring
  • Confident working with regulatory requirements and billing platforms
  • Excellent numeracy and Excel skills
