Merseyrail is seeking a dedicated and experienced Senior Safety Risk & Assurance Manager to lead the development of our HSSE Risk Management and Safety Assurance Strategy. This is a pivotal role, offering the opportunity to shape how operational, health & safety, environmental, and security risks are understood, controlled, and communicated across our organisation.

Key Responsibilities

  • Lead Merseyrail's HSSE Risk Management Strategy and maintain compliance with ROGS and relevant legislation.
  • Oversee the Safety Certificate process and act as liaison with the Office of Rail and Road (ORR).
  • Develop and deliver the annual Safety Audit Plan, ensuring endorsement from the Board and Audit Committee.
  • Support transformational projects through risk assessments, HAZID workshops and control measure implementation.
  • Maintain governance of Merseyrail's Safety Management System and validation processes across all business areas.
  • Provide expert oversight on hazard close-out tracking, statutory changes, and audit preparation.
  • Influence safety culture through application of the RM3 maturity model and targeted improvement initiatives.

Skills, Knowledge And Expertise

  • A degree (BSc, MSc) or NEBOSH Diploma (CMIOSH) – essential.
  • Strong experience in risk assessment, modelling, and safety assurance leadership.
  • Background in the rail industry or other regulated sectors (preferred).
  • Strong communication and stakeholder management skills.
  • A proactive leader with the ability to work cross-functionally and influence senior stakeholders.
