This role will be responsible for the end-to-end delivery of clear, user-focused operational guidance to support a new national data platform implementation. The role will manage drafting, stakeholder engagement, review, iteration, accessibility compliance, and publication of the guidance, ensuring it is fit for use by businesses, local authorities, and other stakeholders.

Key Responsibilities

  • Lead the development, review, and publication of draft and final operational guidance in collaboration with content designers, technical authors, and policy colleagues.
  • Develop and manage a clear delivery plan for the guidance workstream, aligned with programme milestones and dependencies with policy, regulatory, and technical delivery teams.
  • Ensure that guidance is clear, accurate, and user-centred, supporting effective adoption and compliance by stakeholders.
  • Coordinate stakeholder engagement activities to gather feedback, including running workshops and testing sessions with user groups.
  • Ensure the guidance meets government digital service standards, accessibility requirements, and is aligned with applicable policies and legislation.
  • Work with technical and policy subject matter experts to translate complex requirements into accessible operational guidance.
  • Manage risks and issues within the guidance workstream, escalating where necessary and ensuring mitigation plans are in place.
  • Oversee publication planning, working with communications teams to prepare public-facing materials and announcements.
  • Report on progress to programme governance, providing clear status updates, risks, and next steps.

Required Skills and Experience

  • Experience leading the development of operational or policy guidance within a government, regulatory, or complex delivery environment.
  • Strong understanding of user-centred design principles and experience working with content designers and user researchers.
  • Experience coordinating cross-functional teams including technical specialists, policy leads, content designers, and user researchers.
  • Knowledge of accessibility standards and experience ensuring guidance meets accessibility and plain English requirements.
  • Excellent written and verbal communication skills, with the ability to translate complex technical and policy concepts into clear, usable information.
  • Strong planning and organisational skills, with experience managing delivery plans, risks, and dependencies across multi-disciplinary teams.
  • Ability to manage stakeholder relationships effectively, building trust and ensuring constructive collaboration.
  • Experience working in environments with clear deadlines and structured milestones.
