Bay Cove pursues this mission by providing individualised and compassionate services to people facing the challenges associated with developmental disabilities, mental illness, substance use disorders, and homelessness at more than 175 program sites throughout Greater Boston and Southeastern Massachusetts.

Job Summary: As a member of the multidisciplinary Developmental Services (DS) and Adult Community Clinical Services (ACCS) Integrated Team, the SNAP Collection Specialist is responsible for processing person served’s Supplemental Nutrition Assistance Program (SNAP) applications and working closely with the Department of Transitional Assistance (DTA) office to set up accounts. The SNAP specialist works closely with the Bay Cove Housing and Accounting Departments to handle inquiries, resolve payment issues, and work towards timely payment collection. This role involves maintaining accurate records, researching debt collection efforts, and potentially developing strategies to minimise debt collection issues. The SNAP Collection Specialist contributes to Bay Cove’s mission by partnering with Persons to work towards personal goals in order to achieve greater independence and improved quality of life. This is a non-exempt position.

Essential Functions of the Position: The SNAP Collection Specialist is responsible for:

  • Serving as the acting Authorized Agent for the agency and completing the appropriate Agent Authorized forms for all person served to allow effective communication with DTA, the Food Administration and other agencies to process and activate accounts.
  • Collection and submission of individual SNAP applications, including interviewing (clients) person served/recipients on a daily basis, interviews with the DTA office to facilitate processing of the applications or annual recertifications and/or electronic submissions when appropriate.
  • Travelling to several DTA locations (including Brockton and Quincy) to drop off or pick up documentation.
  • Travelling to Growthways Brockton office/residential programs to assist with the DTA SNAP collection process.
  • Development and implementation of a monthly annual recertification tracking sheet to assure monthly certifications are not missed and to prevent loss of DTA benefits.
  • Coding of EBT cards and ensuring they are kept in a secured area.
  • Swiping EBT cards on a monthly basis to collect SNAP benefits and tracking the amounts on the SNAP Excel Workbooks to keep accurate accounts of payments received.
  • Maintaining accurate records of monthly SNAP collection.
  • Inputting data and tracking information in the SNAP Workbook as well as ensuring closure of accounts for discharged persons served.
  • Identifying, investigating and resolving discrepancies in payments and preparing analyses.
  • Reporting on collection activities and progress to management.
  • Following regulations and adhering to applicable collection laws and regulations.
  • Assisting in compiling information and documentation for auditing.
  • Assisting in submission of contracts.

Requirements for the Position:

  • High School Diploma is required. Bachelor's degree is preferred.
  • Proven experience as a Collection Specialist or similar role.
  • Familiarity with billing procedures, collection techniques, and relevant regulatory requirements.
  • Excellent communication, negotiation, and problem-solving skills.
  • Proficiency in Microsoft Office, Google Platform, and similar databases.
  • Ability to work independently and manage a high volume of tasks.
  • Experience or familiarity working with individuals diagnosed with severe mental health and/or developmental disabilities required.
  • Strong commitment to the right of each Person with cognitive, developmental or mental health challenges to live in the community, to maintain competitive employment, and to have access to helpful, adequate, competent, and continuous support and services of their own choosing.
  • Good professional writing and verbal communications skills.
  • Personal organisation, attention to detail, and time management skills.
  • Use of personal cellular telephone for work communication.
  • Valid driver's license and a vehicle.
