DIO RD USF operates within a centralised Head Office at RAF Wyton and 2 regions East and West which span 6 major sites; RAF Lakenheath and RAF Mildenhall in the East Region and RAF Alconbury, RAF Croughton, RAF Fairford and RAF Menwith Hill in the West Region. DIO RD USF is responsible for supporting the USVF in the UK in the delivery of works; developing and implementing DIO/US Civil Engineering joint policy and procedures and undertaking Estate Stewardship on behalf of the Secretary of State to ensure the estate is safe and legally compliant.
As a DIO Estate Facilities Manager, you will engage with US Service Clients, Contractors and Service Providers to deliver quality improvements to the estate, and ensure the estate is maintained to the required standard in respect of the 48th Core and 48th Military Family Housing maintenance contracts for RAF Lakenheath and RAF Feltwell. This is a demanding and varied role working within a fast-paced and challenging environment with a diverse selection of teams, delivering both the DIO and UVSF missions. This position is advertised at 37 hours per week.
Job Description:
- Billable Works Management: Provide day to day management of USVF client programme of work including preparing and processing for delivery of requested additional works; participation in risk management of work, leading work progress meetings, ensuring UK Host Nation requirements are met for stewardship of the estate and developing simple and complex business cases for approval to expend UK Host Nation funds.
- Assurance & Contractor Performance: Monitor Contractor performance and review performance/progress reports against performance indicators, identifying any areas where improvements can be introduced. Participate in the contract assurance process to ensure works are delivered to specification and defined requirements as identified in the contractual key performance indicators across the Core and Military Family Housing modules.
- Stakeholder Engagement: Engage with internal and external customers on the progress of all projects and work activities and the status of estate and infrastructure work requirements; where required, utilise SMEs for advice on DIO and UK standards. Engage in activities with authenticity and integrity while proactively demonstrating DIO Values across all areas of the Contract, ensuring compliance and raising to senior management as required.
- Asset Management: Provide day to day management of the asset data programme for RAF Lakenheath and RAF Feltwell. A keen eye for detail, high levels of accuracy when reviewing large and complex data sheets and the ability to form, and maintain, excellent working relationships is a must as the successful applicant will be required to work closely with our partners, both internal and external.

This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments.
The post does not offer relocation expenses. External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period. Please Note: Expenses incurred for travel to interviews will not be reimbursed.
