We are seeking a highly skilled and experienced Telecommunication Operators Engagement and Delivery Manager to lead the delivery of critical operational capabilities for law enforcement, intelligence agencies, and other authorised users. As a key member of our team, you will spearhead strategic collaboration with Telecommunication Operators to ensure the successful implementation of communications data systems and services that support national priorities.

Overview

As a DV Telecommunication Operators Engagement and Delivery Manager, you will be responsible for managing critical government relationships with Telecommunication Operators to ensure complex technical work can be taken forward and provide vital capabilities for the law enforcement and intelligence communities. You will build and maintain strong working relationships in an incredibly complex stakeholder environment, facilitating collaboration to achieve successful outcomes for the business.

Required Skills

  • Proven experience of working with Telecommunication Operators, law enforcement, intelligence agencies, working with sensitive capabilities and a thorough understanding of the Investigatory Powers Act
  • Demonstrable experience in stakeholder engagement, delivery management, or telecoms operations (5-10 years)
  • Appropriate security clearance level
  • Good understanding of telecoms operations and their regulatory compliance requirements
  • Ability to align delivery with national priorities, legal frameworks, and long-term capability needs
  • Experience working with or within government agencies, particularly in national security, law enforcement, and intelligence contexts
  • Demonstrated success in delivering secure and resilient technology solutions in regulated environments

Nice to Have Skills

  • Experience in managing commercial processes with Telecommunication Operators
  • Ability to provide oversight to the work of Telecommunication Operators to assure the delivery of new and improved capabilities
  • Experience in managing project structures, delivery methodologies, and transition between project phases
  • Strong leadership and management skills, with the ability to deploy and develop resources
  • Excellent stakeholder engagement and communication skills

Preferred Education and Experience

  • A degree in a relevant field, such as telecommunications, business, or public administration
  • 5-10 years of experience in stakeholder engagement, delivery management, or telecoms operations

Other Requirements

  • Ability to work in a fast-paced environment with multiple priorities and deadlines
  • Strong analytical and problem-solving skills, with the ability to identify and mitigate risks
  • Excellent reporting and communication skills, with the ability to engage with stakeholders at a senior level
