Communications as a Compliance Intervention is an innovative programme that uses targeted communications campaigns to encourage voluntary tax compliance. These campaigns are designed to influence taxpayer behaviour and ensure the correct tax is paid, using behavioural insights and data-driven strategies. The CCG Communications team is working closely with policy, operational, data, and insight colleagues to design and deliver a series of test-and-learn communications pilots. Each pilot is a campaign tailored to address a specific compliance risk, often using digital channels to reach the right audiences at the right time. These pilots are not just about messaging—they are strategic interventions that test how communications can be used as a tool to reduce risk and improve compliance. The insights gained from these campaigns will help shape how communications are used across CCG to support wider compliance efforts. This is an exciting opportunity to join a well-established and impactful team. The programme has already delivered successful campaigns that have generated millions of pounds in additional revenue.

We are now recruiting a Senior Communications Manager to lead the development and delivery of these campaigns. The successful candidate will report to the Head of Strategy and Implementation for the programme and play a key role in shaping how HMRC uses communications to support compliance.

Person specification

This is a specialist communications role focused on designing and delivering innovative campaigns that support HMRC’s compliance objectives. The successful candidate will play a key role in shaping how communications are used as a strategic tool to influence taxpayer behaviour.

Key responsibilities include:

  • Developing and delivering communications strategies for multiple test-and-learn pilots, each targeting specific compliance risks.
  • Leading the day-to-day project management of these pilots, ensuring they are well planned, delivered on time, and aligned with strategic goals.
  • Collaborating with compliance and insight teams to gather and apply data that informs the design of impactful communications interventions.
  • Working closely with colleagues across HMRC—including Customer Compliance Group (CCG), Knowledge, Analysis and Intelligence (KAI), and Communications—to ensure pilots are robustly evaluated and insights are captured.

Essential Criteria:

  • A proven track record of delivering behaviour change campaigns, including experience with paid media and low-cost/no-cost channels, with measurable outcomes.
  • Strong organisational and project management skills, with the ability to manage multiple priorities and deliver under pressure.
  • Excellent stakeholder engagement skills, with the ability to build effective relationships across internal teams and external partners.
  • Experience in evaluating communications activity, using evidence to assess impact and inform future work.
  • Strong judgement and decision-making abilities, with the confidence to work independently and take initiative.

Desirable Criteria:

  • Previous experience in a government communications role.
  • Excellent writing, editing and content development skills.
