Blackpool is transforming! Can you lead the delivery of the housing intervention for the town whilst securing the future capacity and investment required to achieve our long term vision? Blackpool is a town of contrasts, being the most successful resort town in the UK, but with levels of deprivation among the worst experienced in England. With another momentous success for the town, Blackpool is now home to the delivery of one of the most ambitious and exciting regeneration agendas in the UK.
Alongside a £2 billion pound economic growth programme, we have recently won £90 million of regeneration funding from Homes England to kick start a first phase of positive intervention, in our failed, inner-area housing market, transforming the life chances of our residents in the process. The Council and its partners are determined to drive positive change and create high quality, affordable and stable housing, as the base from which individuals and families can thrive in the town.
To achieve this ambitious and unique agenda, we are seeking a strong, determined and talented individual to lead Blackpool’s housing service delivery, housing regeneration and development activity, in the role of Chief Executive Officer (CEO), for our suite of housing companies – Blackpool Coastal Housing (BCH), Blackpool Housing Company (BHC) and Lumen Housing.
As well as regeneration, there are some 5,000 social and affordable homes to manage, maintaining our strong reputation for quality delivery of housing and associated support services. Blackpool is now at the leading edge of the housing market transformation nationally. The journey will be challenging, but the prize is significant and for the right individual this is a career defining and impactful opportunity.
The CEO is a new role as part of a shared senior management structure tasked with leading the strategic management, direction and delivery across the Councils two wholly-owned housing companies and a subsidiary of one of them to ensure a strong linkage between strategic and service delivery ambitions and objectives.
The CEO is strategically supported by two Chief Operating Officers, one within BCH focusing on Housing Management and one within BHC, focusing on Regeneration and Development who will assist in driving forward and achieving successful delivery of this bold housing agenda from within each company, along with a combined workforce of approximately 250 staff.
If you are an authentic, confident and inspirational leader who is able to establish and build relationships at high level to attract different players and investment into Blackpool then we want to hear from you. Candidates do not necessarily need to be from within the housing sector, as the role is about demonstrating an ability to deliver significant transformation and change in a once in a lifetime career opportunity.
To arrange an informal, confidential discussion to learn more about this exciting opportunity to transform Blackpool, please contact Councillor Neal Brookes (Chair of the BHC and BHC Joint Board), via zoe.thornton@blackpool.gov.uk.
For the successful candidate, the CEO role offers hybrid and flexible working being open for discussion, along with a generous relocation package if required and a generous benefits package, in line with Local Government Terms and Conditions.
