Implemented by The Palladium Group, The Humanitarian and Stabilization Operations Team (HSOT) provides the Foreign, Commonwealth and Development Office (FCDO) with additional capacity and specialist expertise to support effective UK response to sudden-onset disasters, protracted crisis and complex emergencies. The HSOT is a team of over 80 core staff based in London and have experts on their humanitarian and stabilisation rosters who are recruited to work with FCDO during crises response and backfill for core staff.

Procurement And Logistics Roles - HSOT provides a range of expertise to the Humanitarian Crisis Response Department (HCRD) in FCDO to support crisis response and to enhance FCDO’s capacity in spikes in protracted crises. HSOT P&L team is sourcing a surge pool to contribute to the delivery of end-to-end supply chain services to support FCDO’s emergency response activity. Selected candidates will undertake a range of duties including procurement and co-ordination of goods and freight services during and in-between responses. These candidates will form a part of the roster out of which Consultants will be selected by Palladium International Ltd to work alongside, HSOT and Civil Servants representing the UK Government on short to long term tasks. These roles are likely to be UK based assignments contracted on a fixed term employment module. Primary Duties and Responsibilities:

  • Support assigned procurement activity undertaken on behalf of HSOT P&L adhering to legal compliance and current HSOT policies, guidance & SOPs.
  • Produce specifications, tender documents, evaluation criteria & evaluation reports, framework agreements, purchase orders for goods and services and correspondence with suppliers as necessary for the HSOT P&L team.
  • Support product testing, CSR and due diligence regimes for assigned procurements, including compliant rapid procurement during responses.
  • Sourcing and market research of potential bidders and products relevant to the team including potential innovations to goods, services & processes.
  • Review and assess suppliers in accordance with the HSOT Due Diligence guidelines and FCDO’s Supplier Code of Conduct.
  • In coordination with HSOT's Commercial Lead and Procurement Manager develop new and existing working relationships with commodity suppliers, to facilitate a good response from them in tenders and emergencies.

Logistics:

  • Organise inspection and freight services as relevant and manage the evaluation of inspections reports, goods received notices and other relevant documents.
  • Draft transport documentation as required for activities, including packings lists and customs invoices.
  • Facilitate the transfer of ownership of FCDO supplies, coordinating with country offices, regional desks, HCRD and in-country bilateral and multilateral partners.
  • Track supply chain activities using systems and tools developed by the team, to monitor the flow of supplies from source through to destination. Contribute to improvement and integration of these systems.
  • Assist with the development of supply chain plans, by undertaking research, providing guidance and advice on budgets and timings.

General:

  • Monitor progress of activities and contracts, providing updates and reports to P&L team and FCDO when requested with relevant trackers kept updated.
  • Collate essential data for standard client and internal reporting.

Required Qualifications:

  • Substantial demonstrable experience of working in procurement and/or supply chain.
  • Outstanding organisational skills in terms of planning, managing information, controlling timelines and meeting deadlines.
  • Proven ability to deal with a varied, demanding, often conflicting and rapidly changing workload.
  • Proven experience of driving improvement with a specific focus on quality management.
  • Strong communication and interpersonal skills, and proven experience of building excellent working relationships and ability to communicate complex procedures and situations to varied stakeholders/clients.
  • Proactive and professional work ethic.
  • Demonstrable attention to detail and accuracy.
  • An understanding of the different requirements of customs internationally with knowledge of when import or export licencing may be applied.
  • Experience in international logistics is desirable.
  • Due to the nature of the task and location, candidates must hold the right to work in the UK and a minimum of 2 year footprint in the UK is desirable.
