Great British Energy - Nuclear’s first step was to start the technology selection process for Small Modular Reactors (SMRs) in 2023. SMRs can potentially be quicker to deploy and less expensive to build than traditional nuclear power plants because they are smaller, have factory based modular manufacturing and more flexible deployment options. In June 2025, Great British Energy - Nuclear announced that Rolls-Royce SMR had been selected as the preferred bidder to build the UK’s first SMRs, following a technology selection process that began in 2023.

GBE-N is seeking to establish a robust requirements management approach that takes learning from other industries and applies it effectively to major nuclear infrastructure programmes and projects valued in the £10+Billions each. We are seeking a skilled and experienced requirements management specialist to join our team at GBE-N to establish a system for managing project requirements for a SMR nuclear new build project. The Project Requirements Manager will play an important role in ensuring the successful delivery of the SMR Project by eliciting, managing, and validating technical requirements throughout the project lifecycle. This position sits at the interface between GBE-N stakeholders and contractors / suppliers, requiring technical expertise, attention to detail, and strong communication skills.
The ideal candidate will have experience in major infrastructure projects, along with a good understanding of requirements management, tools, and processes. This role involves working closely with and providing effective and timely advice to SMR Project stakeholders. The role holder will ensure that all requirements are identified, documented, structured, validated, and managed effectively throughout the project lifecycle.
Responsibilities
- Develop and implement the SMR Project Requirement Management Plan, building on existing work and approaches.
- Lead the elicitation, documentation, and management of SMR Project requirements for the SMR plant, off-site facilities, associated developments and temporary works.
- Utilise industry-standard Requirements Management standards to manage requirements across the SMR Project throughout the project lifecycle.
- Ensure requirements align with UK nuclear regulatory frameworks including ONR SAPs, TAGs, and relevant nuclear standards.
- Facilitate requirements elicitation workshops with diverse stakeholders including technical, manufacturing / construction, operational, and regulatory representatives.
- Collaborate with stakeholders to elicit, document, and analyse business, technical, and regulatory requirements that are complete, consistent, and bounded.
- Establish and maintain requirements traceability throughout the project lifecycle and track the status and evolution of requirements.
- Develop verification and validation strategies to ensure requirements are properly implemented.
- Support safety, security and environmental protection case development.
- Lead requirements reviews and audits to ensure compliance with quality standards.
- Perform gap analysis and impact assessments for requirement changes.
- Manage the requirements change control process interfacing with the configuration change control process where applicable.
- Ensure all changes to requirements are properly documented, formally controlled, clearly communicated and understood by all stakeholders.
- Identify potential risks related to requirements and support risk mitigation strategies.
- Provide requirements engineering advice, guidance and training to project teams.
- Administer the requirements management toolset ensuring it is appropriately configured and provide advice to users on toolset use, tailoring, searches or settings.
- Liaise with the GBE-N Requirements Manager to ensure a consistent and compatible approach is taken to managing requirements throughout the hierarchy.
Knowledge, Skills and Experience Required
- Experience in requirements management within major infrastructure projects, preferably in the nuclear, defence or energy sector or other highly regulated industries.
- Proven track record of managing requirements within large, complex projects, programmes and corporate entities.
- Experience with requirements management tools (e.g., DOORS, Polarion).
- Understanding of systems engineering principles and V-model approach.
- Familiarity with configuration management and change control processes.
- Knowledge of Model-Based Systems Engineering (MBSE) approaches.
- Familiarity with regulatory environments, nuclear site licence awareness and understanding of nuclear site license conditions.
- Excellent communication, documentation, and stakeholder coordination skills.
- Ability to foster a collaborative and supportive environment, whilst developing team members’ skills and capabilities.
- Have the capability to embrace change and uncertainty and welcome the emergent aspect of the job.
- Proven track record of leading by example, demonstrating integrity, professionalism, and ethical behaviour.
