There is an exciting opportunity to join Bellway, one of the UKs largest house builders. Our Building Safety Division is looking to recruit a Compliance Director to join the Division's team. This role is a fixed term 3 year position.

The Role

Whilst the wider Bellway Group focuses predominantly on lower rise housing, the London & South East Region has a reputation for delivering bespoke, multi-phase mixed-use, high-rise regeneration schemes, now defined as HRBs in the Building Safety Act. Bellway retains an interest in many such completed schemes and is currently involved in ongoing new-build HRB developments.

This newly created role reflects Bellway's commitment to ensuring that the homes we build and manage as the Principal Accountable Person (PAP) are safe, compliant, and well-maintained. The Building Safety Compliance Director will lead the organisation's response to new legislation relating to high-rise residential buildings (HRBs), ensuring compliance with the Building Safety Act and effective engagement with the Building Safety Regulator (BSR).

The postholder will bring extensive knowledge of statutory and regulatory requirements for building safety in a residential housing context. They will champion a culture of safety, influence behaviours across the organisation, and ensure that building safety risks are effectively identified, managed, and mitigated.

The role includes formal appointment as a Director of various Resident Management Companies (RMCs), which are designated as the legal entities acting as the Principal Accountable Person (PAP) under the Building Safety Act. As such, the postholder will be an integral part of the PAP and must fully understand the legal obligations and personal accountability this entails. The right candidate will appreciate the significance of this responsibility and demonstrate the capability to operate confidently within this regulatory framework.

Principal accountabilities of the Compliance Director's role include:

  • Strategic Leadership & Compliance
    • Lead the Divisions/Regions Building Safety and Asset Management functions, ensuring best practices, cost control, and full regulatory compliance.
    • Act as the primary liaison with the BSR on behalf of the Principal Accountable Person (PAP).
    • Ensure robust governance and oversight of building safety across the HRB portfolio, including compliance with the Building Safety Act and associated regulations.
  • Risk Management & Safety Assurance
    • Implement and maintain proportionate measures to manage and mitigate building safety risks, including fire and structural hazards.
    • Oversee the Mandatory Occurrence Reporting (MOR) system and ensure timely reporting of incidents to the BSR.
    • Monitor and manage risk assessments and action trackers from managing agents and consultants, ensuring timely resolution of remedial works.
  • Resident Engagement & Communication
    • Develop and maintain Resident Engagement Strategies (RES) for each HRB, ensuring inclusive and accessible communication with residents.
    • Engage directly with residents to understand their needs and concerns, including considerations for language, disability, and family circumstances.
    • Promote transparency and trust through regular updates and involvement in building safety decisions.
  • Information Management & Golden Thread
    • Ensure the creation, maintenance, and accessibility of the Golden Thread of information for each HRB.
    • Oversee the development and continuous improvement of Safety Case Files and Safety Case Reports.
    • Manage the secure transfer of building safety information to new PAPs, APs, RPs, or Freeholders as required.
    • Assist the divisional project teams during the design and construction phase of new HRBs to ensure the Golden Thread of information and other relevant design, O&Ms and contractors scopes are sufficiently robust for the PAP (RMC) upon occupation.
  • Operational Oversight & Collaboration
    • Provide oversight and direction to managing agents, ensuring effective delivery of building safety responsibilities.
    • Collaborate with internal teams (design, construction, customer care) and external consultants to assess competencies and ensure compliance from design through to occupation.
    • Liaise with Bellway's Building Safety Division to coordinate efforts on legacy remediation projects and avoid duplication.
  • Governance & Reporting
    • Serve as a Director on RMCs, providing leadership and assurance on building safety matters.
    • Provide regular updates and reports to RMC Boards, Divisional/Regional Boards, and Group Legal and Health & Safety Teams.
    • Notify the BSR of any changes to accountable persons, building status, or Safety Case Reports within statutory timeframes.
  • Site Engagement
    • Conduct regular site visits to HRBs to assess conditions, engage with stakeholders, and maintain a deep understanding of each building's unique profile.

Experience, Qualifications and Skills

  • Experience
    • Extensive experience in building safety, compliance, or asset management within the residential housing sector.
    • Proven track record of managing safety in high-rise residential buildings (HRBs), including fire safety, structural integrity, and resident engagement.
    • Experience working with or reporting to regulatory bodies such as the Building Safety Regulator (BSR), Health & Safety Executive (HSE), or similar.
    • Demonstrable experience in developing and maintaining Safety Case Files.
    • Strong background in managing third-party contractors, managing agents, and multidisciplinary teams.
    • Experience serving as a Director or senior representative within Resident Management Companies (RMCs) or similar governance structures.
    • Familiarity with legacy building remediation projects, including cladding replacement and fire safety upgrades.
    • Experience in new-build development oversight, particularly buildings over 11m in height.
    • Involvement in the implementation of Resident Engagement Strategies (RES) and community safety initiatives.
  • Qualifications and Training
    • Degree or equivalent qualification in Building Surveying, Construction Management, Engineering, Health & Safety, or a related discipline.
    • Chartered membership of a relevant professional body (e.g. RICS, CIOB, CABE, IFE, or similar).
    • Recognised qualification in fire safety or building safety (e.g. Level 6 Diploma in Building Safety Management or equivalent).
    • NEBOSH National Certificate in Fire Safety and Risk Management or equivalent or IOSH Chartered Membership or equivalent health and safety accreditation (desirable).
    • Project Management qualification (e.g. PRINCE2, APM) for managing complex remediation or compliance project (desirable).
    • Full UK driving licence.
  • Skills and Aptitude
    • Detailed knowledge of building and construction.
    • Experience or knowledge of building systems.
    • Experience of building management structures.
    • An understanding of the legal requirements of the BSR.
    • Ability to work under pressure to tight and changing deadlines.
    • Proactive and capable of creating and maintaining momentum in projects.
