Head of Asset Strategy & Compliance
Are you an experienced strategist with a strong track record in managing Asset data, performance and the “Big 6” areas of Compliance? Northamptonshire Partnership Homes is seeking a Head of Asset Strategy and Compliance to join their senior leadership team to manage the strategic Asset Management including asset data, stock condition surveys, asset performance and all the big 6 areas of compliance.
Northampton Partnership Homes (NPH) is an ALMO (Arms Length Management Company), wholly owned by West Northamptonshire Council but has its own management team and Board of Directors. They currently manage around 11,500 properties across the Northamptonshire region.
Why Join NPH?
As Head of Asset Strategy and Compliance , you will lead the development and delivery of the asset management strategy, lead the asset strategy team to devise, develop and ensure compliance of NPH’s annual asset investment programme and be responsible for the effective collection, recording, maintaining and analysing all asset management data of NPH stock. You will also be responsible for ensuring the “Big 6” is compliant and the relevant legislation is in place and processes and procedures for ensuring 100% compliance.
Reporting to the Assistant Director of Asset Management you will be accountable for performance improvement, service development and driving asset strategy decisions to ensure NPH’s housing meet local demand and provides value for money.
- Ensure asset strategies are in place to develop contracts for internally and externally delivered works: repairs, voids and planned asset investment and the compliance contracts’ including all other asset and estate management contracted services.
- Work closely with NPH’s Sustainability Manager to ensure the best use of sustainability data when developing the asset strategy and investment programme.
- Responsible for forward planning process for the 5, 10, 15 and 30 year asset investment programmes and on-going rolling programme planning.
- Manage the planning cycle to ensure full 12 months of programmed activity each year.
- Plan and manage procurement capability for asset management, ensuring the central contracts register is maintained.
- Ensure programmes meet NPH’s statutory responsibilities to include H&S, HHSRS, Fire, Gas, Electrical, Legionella etc. compliance.
- Ensure the compliance to all Health & Safety Regulations, all statutory requirements and best practice within the Asset Investment team.
Essential Requirements:
- An individual who can lead by example and lead a positive working culture amongst the team.
- Knowledge and understanding of the housing sector.
- Knowledge and understanding of building construction, property maintenance and improvements.
- Experience of formulating asset management strategies and developing investment programmes of works and services.
- Experience in managing asset management data.
- Track record of developing performance in a strategic and compliance environment.
- Ability to apply strong specialist skills to managing strategic (planning & programming) areas of responsibility.
