Job overview
The purpose of the Managing Director post is to develop and embed the Collaborative’s strategic direction, governance, transformation, and organisational development programme, operational and financial performance.
This pivotal role is responsible for driving development and growth while enabling and establishing a positive ‘can do’ attitude and culture across the Collaborative’s stakeholders to support transformation and quality improvement initiatives for the benefit of patients and staff.
The Managing Director will recruit and lead a commissioning and transformation team that aims to deliver significant benefits for patients including:
- Care closer to home
- More consistent and high-quality care through standardising our approaches
- Greater influence from patients on the design of care at both service and individual level
- More ‘joined up’ care with close working between NHS providers and private sector partners

Main duties of the job
The Managing Director will work in partnership with lead Clinical Directors on a day-to-day basis to consolidate and ensure the effective operation of new care models, and help develop new partnerships, pathways, and service models.
The Managing Director will:
- Report to the Lead CEO of the East of England Provider Collaborative
- Lead the day-to-day management of the collaborative within the East of England
- Interface with all East of England providers and commissioners including ICBs and local authorities
- Ensure that there is constant and visible leadership and ensure delivery of its performance, financial and governance requirements.

- Work as a dynamic, innovative leader using a positive, strong influencing style to ensure the designated services are run effectively and to budget, ensuring that the collaborative is portrayed in a positive manner.
- To develop a cohesive leadership team and together develop clear work plans for assurance and improvement within the designated services.
- To lead the management team and through them to manage all of the collaborative resources, ensuring the service complies with the requirements of regulators and meets its obligation in contracts.
- To ensure effective and timely reporting to the collaborative Board and its six participant Trust Boards.
- To prepare the collaborative members for future commissioning arrangements across a broader range of specialties and to engage relevant clinicians in the design of future care pathways.
- To lead on the development of the Collaborative’s strategic approach and business plans.
- To lead the collaborative Board in a manner that will enable the best possible strategic and financial decisions.
- To play an active role in the clinical redesign of services within the East of England ensuring clinician involvement and participation throughout the process.
- To ensure that the views of service users and carers are at the heart of the collaboratives decision making.
- To encourage the development of the designated services taking into account innovation in healthcare and clinical practice.
- To ensure the effective quality oversight of the collaboratives commissioning portfolio.
- To ensure that there is an effective system of governance and performance management in place within the collaborative and to monitor and report on how the service effectively uses its resources.
- To identify and minimise key risks to the achievement of the Collaborative’s objectives and ensure service continuity is maintained in the event of major disruption to normal service delivery.
- To ensure all service information is reported as required both internally and externally.
- To be aware of and respond to the national agenda set by NHS England and the implications and opportunities for the collaborative.
- To lead engagement with service users and representative organisations on behalf of the collaborative.
- To work closely with independent sector partners to ensure the best possible outcomes for service users and value for money.
- Proactively contribute to the region’s ICBs, alongside strategic partners in the sector and take forward initiatives and interventions for the sector that enhances successful developments and outputs for the sector across the East of England.
- Responsibility for enhancing the wider local health system stakeholder communication and engagement in the development of the strategic direction for site-based and out-of-hospital care.
- Represent the collaborative at regional and local levels including CCG, Local Authority, Health and Wellbeing boards, and other appropriate meetings as required.
- Ensure the collaborative delivers quality, operational, financial and workforce performance against agreed plans and hold team members to account for the delivery of their plans.
- Regularly review Quality and Safety, Governance and Risk, Operational Performance and other key performance indicators at service level to ensure all areas are monitored to agreed standards and better.
- To assure all reporting is accurate and timely and information is issued regularly and properly to enable continued learning and improvement for patient outcomes.
- Take opportunities to review performance and triangulate information produced through visits to operational areas, observing behaviours, and undertaking honest, supportive and open discussions with staff.
- Review performance at service level to ensure consistent and excellent performance happens, and where there are performance gaps or failures, lead, support and direct service teams to undertake remedial action required in a timely manner.
- Seek, share and drive opportunities across the service, which improve service delivery and performance to the highest level possible thus contributing to the overall success of the Trust.
- With and informed by Clinical Directors, and other senior leaders seek opportunities to challenge and improve practice in all areas including clinical quality, patient experience, operational effectiveness and put remedial actions in place to ensure and evidence improvement, demonstrating that quality and safety are of the utmost priority in the daily operation of the hospital site.
- Forge and cultivate highly effective relationships and strong partnership with Clinicians.
- Responsible for establishing effective governance across the collaborative and that the robust arrangements are in place and that the collaborative remains fit for purpose.
- As the Responsible Director for the Collaborative’s services, establish effective relationships and assurance systems with key regulatory bodies to ensure full compliance with CQC registration requirements and wider patient safety agenda, for example, NHS England, CCGs and the National Health Service Litigation Authority (NHSLA).
