Working Pattern: Full Time, Flexible working, Job share Job Summary: The New Media Unit (NMU) is part of the Government Communication Service (GCS) and sits within the Cabinet Office. The NMU was established in November 2024 with the clear goal to reach, connect and rebuild trust with audiences in the most effective way possible. Our aim is to provide the public with relevant, useful and authentic content when and where they want to receive it and communicate in an entirely new way. The government has signalled a clear intention to focus on ambitious, measurable, long-term objectives that deliver better outcomes for citizens. This requires a new way of doing government which is more joined-up and better reaches the public to build awareness, understanding and trust in the government’s missions. The New Media Unit is a critical lever in achieving these long-term aims, bringing together the specialist skills required to reach citizens with content they want to consume at a time and place they want to consume it. The team is evolving, and works in an agile way proactively delivering on missions-based campaigns and responding to nation-wide communications. We need people who think differently and who can respond quickly to the ever-changing media landscape. At its core this team is focused on flexibility and collaboration across the three pillars (Strategy, Campaign and Creative), working closely with the GCS Strategy & Campaigns and Applied Data & Insight teams, alongside No 10 and departmental communication teams across government. Job Description: What we’re looking for We need outstanding leaders in strategy, marketing and partnerships, who have a high level of digital expertise and will put audiences at the heart of everything they do. Responsibilities The Head of Marketing is responsible for turning the New Media Unit communications strategy into multi-channel campaigns, leading the media strategy and relationships with media, creator and agency partners. You will be responsible for: Leading the development of outstanding and effective marketing campaigns that draw on the latest digital trends, tools, platforms and data-driven workflows to deliver exceptional public communication to meet NMU goals, objectives and KPIs. Leadership of all digital marketing activities across channels including paid social, creator, influencer and media partnerships. Leading the design and implementation of seamless operational workflows to deliver high-quality campaigns efficiently and effectively. Ensuring team outputs rigorously meet the standards, KPIs and expectation for quality and performance. Championing creativity, collaboration and a positive change culture Setting ambitious goals and leading a culture of continuous improvement across the team. Accountability for budgets, resource allocation, external partner relations and marketing performance, and the alignment of marketing efforts with broader business goals Inspiring and developing a high-performing team of collaborative, open and creative strategic thinkers. Leading collaboration with departments to ensure media and campaign plans across missions are joined up and messaging de-conflicted. Deputising for the Head of the New Media Unit in representing NMU at senior levels both inside and outside of government. Person Specification: It is important that, through your CV and supporting statement, that you provide evidence of the professional skills, breadth of experience and personal qualities for this post. Significant and demonstrable success in designing and implementing high-quality, audience-first marketing campaigns in large and complex organisations. Demonstrable deep knowledge of digital marketing strategy, including experience of running high-performing campaigns in digital channels where personalisation and in-flight optimisation has played a role. Experience of successfully leading and developing high-performing teams, with a proven track record of creating a culture of innovation and continuous improvement in the quality of communications. Proven ability to deliver best in class evaluation of the effectiveness of digital communication against objectives, reviewing lessons learned and comparing industry best practice to identify areas for improvement for future strategies. Strong track record of holding and developing agency or equivalent relationships and delivering accountability and value-for-money at a senior level Evidence of strong political awareness and professional judgement, with a proven track record of providing clear, balanced advice at Board and senior management level Experience of leading teams and communications through periods of organisational change.
