We are seeking an experienced and highly organized Pre-Construction Manager to lead the pre-construction phase of EV charging infrastructure projects across the UK. You will play a key role in bridging the gap between business development and project delivery—ensuring that sites are commercially viable, technically sound, and ready for seamless construction and installation.

Key Responsibilities

  • Feasibility & Site Assessment: Oversee initial site surveys and desktop assessments for potential EV charging sites. Coordinate with stakeholders including landlords, developers, DNOs, and local authorities to gather relevant permissions and data.
  • Design & Engineering Coordination: Review and develop technical site designs, cable routes, civils works, and charger placement with internal engineers or design partners. Ensure compliance with electrical and construction regulations (BS 7671, IET Code of Practice, etc).
  • Planning & Stakeholder Management: Liaise with planning consultants and local councils to manage planning applications and permitted development rights. Collaborate with legal teams on wayleaves, leases, and access rights to ensure sites are construction-ready.
  • Utilities & DNO Engagement: Manage DNO applications (Point of Connection requests, quotations, and reinforcement works). Ensure sufficient grid capacity and lead discussions with ICPs or IDNOs if needed.
  • Commercial & Risk Management: Produce accurate pre-construction cost estimates and delivery programs. Identify project risks and mitigation strategies (technical, commercial, and legal). Support bid/tender responses for large-scale frameworks and commercial projects.
  • Handover to Construction: Prepare comprehensive handover packs for delivery and construction teams. Conduct internal readiness reviews to confirm that designs, costs, and permits are finalised.

Requirements

  • Proven experience in pre-construction, project engineering, or design management—ideally in EV charging, renewables, or utilities infrastructure.
  • Strong understanding of civils, electrical systems (LV/MV), and DNO processes.
  • Excellent project planning and stakeholder management skills.
  • Familiar with CAD drawings, RAMS, CDM regulations, and construction best practices.
  • Ability to manage multiple projects simultaneously in a fast-paced environment.
  • Relevant qualifications in Electrical Engineering, Construction Management, or similar discipline.
