The Headquarters Liaison Officer is responsible for coordinating communication and activities between the organization and assigned country programs. This role advocates for the needs of the programs within the organization and facilitates collaboration among departments including compliance, programming, logistics, legal, security, human resources, and communication.

Main Tasks and Responsibilities:

  • Coordinate proposals and donor reporting processes for assigned countries.
  • Disseminate country-specific information to relevant departments and support reporting requirements.
  • Deploy to the field regularly to assist with startup, staff coverage, and project close-out.
  • Monitor grant performance and the overall portfolio of assigned countries, and escalate issues to the Program Manager.
  • Ensure timely submission of donor and internal reports, fulfilling contractual obligations.
  • Represent the organization externally with donors as required.
  • Perform other duties as assigned, with the understanding that responsibilities may evolve.

Minimum Qualifications:

  • Bachelor’s degree in a related field or equivalent experience.
  • Experience supporting relief and development projects in the field.
  • Proven experience in proposal development and donor reporting, especially with major donors.
  • Ability to work effectively with international and headquarters staff.
  • Knowledge of project cycle management, Logical Framework, and donor regulations.
  • Strong report writing, research, and analytical skills.
  • Excellent communication skills in English, both written and spoken.
  • Willingness to travel extensively.
