We are seeking an experienced and motivated Pre-Construction Lead to join our team. This role is pivotal in ensuring the successful planning and execution of projects within the Scottish Water frameworks. The ideal candidate will have a strong background in civil engineering, pre-construction planning, and stakeholder management, coupled with a deep understanding of water infrastructure projects. Responsibilities: Project Development: Lead the pre-construction phase of Scottish Water projects, including feasibility studies, early contractor involvement (ECI), and technical design reviews. Planning and Programming: Develop detailed project plans, schedules, and resource requirements to ensure successful project delivery. Stakeholder Engagement: Collaborate with internal teams, clients, and external stakeholders to align project objectives, budgets, and timelines. Bid Management: Oversee the preparation of tenders, ensuring submissions are comprehensive, competitive, and aligned with client requirements. Risk Management: Identify potential risks during the pre-construction phase and develop mitigation strategies. Innovation and Sustainability: Drive innovation in project planning and design, ensuring compliance with sustainability goals and industry best practices. Team Leadership: Coordinate and mentor cross-functional teams, fostering a culture of collaboration and continuous improvement. Candidate Profile: Proven experience in pre-construction roles within the civil engineering or water infrastructure sectors. Strong knowledge of Scottish Water frameworks and regulatory requirements. Expertise in project planning tools (e.g., Primavera, MS Project) and design management processes. Excellent communication and negotiation skills, with a track record of successful stakeholder engagement. Ability to lead multi-disciplinary teams and manage competing priorities effectively. Relevant qualifications in Civil Engineering or a related discipline (degree level preferred). Membership of a relevant professional body (e.g., ICE, CIWEM) is advantageous.
