Under the direction of the Facility Manager, the Environmental Compliance Specialist will be responsible for ensuring regulatory compliance and implementing and maintaining environmental management systems and programs at our York Pennsylvania facility. The role of the Environmental Specialist at Reworld is to foster an atmosphere of environmental stewardship, and a commitment to our community and regulatory stakeholders.
Job responsibilities include:
- Management of Environmental Management Information System (EMIS) including all permit required tasks and data entry.
- Review and analysis of data from air quality continuous emission monitoring systems (CEMS) as well as other facility environmental monitoring systems.
- Support of environmental testing projects including air emissions testing, water sampling and analysis and ash residue testing. Includes review and analysis of laboratory reports.
- Performing environmental compliance assessments including but not limited to completing plant walkdowns and inspections, documenting compliance status, making recommendations to help achieve compliance, and providing and/or facilitating training on compliance management requirements, as needed.
- Functioning as the primary liaison with the federal, state and local regulatory agencies.
- Environmental approval support including negotiating approval conditions to maximize operating flexibility.
- Preparation and submittals of all permit and other required environmental reports to federal, state, and local regulatory bodies.
- Maintenance of key environmental records and documents.
- Monitor regulatory changes affecting operations in the areas of responsibility and building relationships with appropriate agency personnel to anticipate and track emerging regulatory trends that may impact operations.
- Develop and maintain environmental policies and procedures for the facility.
- Train, mentor, and direct personnel to achieve the environmental performance goals of the facility.
- Perform Root Cause Analysis (RCA) for all noncompliant Environmental Key Performance Indicators (KPIs) and recommend/resolve all action items.
- Perform daily standard work to include auditing facility environmental activities and escalate all KPIs/activities found out of control.
- Closely monitor the production and maintenance activities and assist in planning and executing scheduled outage work and oversee the related activities to ensure the facility maintains the highest environmental compliance.
- Develop and track environmental project budgeting.
- Auditing of downstream facilities such as metal recyclers and landfills.
- Actively participate in environmental associations and community engagement.
- Presentations to staff, visitors, and regulators.
- Actively participate in Continuous Improvement projects targeted to improve our Environmental process.
- Assist with environmental duties at other facilities throughout the region, as needed.
- Direct and distribute the work tasks to the Environmental Intern.
Position Requirements:
- Bachelor of Science degree in engineering, environmental science, or an equivalent field, preferred.
- 5 or more years' experience in the environmental permitting/compliance field.
- A working knowledge of federal environmental regulations in air, waste, and water is required, along with the ability to work cooperatively within the regulatory authorities.
- While infrequent, specialist is expected to be available on nights and weekends to assist facilities if emergency condition should arise, such as an air quality event, spill of oil or chemical substances, or abnormal discharge to a water system.
