The predicted salary is between 42000 - 84000 £ per year.

The primary role of Networks Engineers Authority will be to oversee the performance and management of the Marshall IP network, management of third-party network providers and be responsible for ‘in service’ change management related to Network services. The secondary role is to provide technical support to the service design team, providing system design support to the service designer, Senior networks engineer and Technical Service Authority as required. The split of primary and secondary roles is expected to be 70/30.

RESPONSIBILITIES

  • Safety Responsibilities (Primary and Secondary Role)
    • Support the assurance of equipment level safety cases, including hazard analysis.
    • Support safety case reviews and advise the need for additional reviews in response to significant events.
    • Participate as required in the safety investigations managed by internal/external agencies and OEMs with support from Supplier Management.
    • Advise and assist the Technical Service Authority in discharging their safety accountability.
    • Equipment performance monitoring to support the safety thread and integrity for each Technical Service.
  • Through Life Management (Primary Role)
    • The Engineering Authority (EA) will be responsible for the performance and management of the Marshall IP network.
    • Verifying performance to agreed SLA’s.
    • Provide support for existing equipment components and during other commercial opportunities.
    • Support the monitoring of through-life asset performance data (safety, service, and cost) and identifying/interpreting trends/variation outside of design envelopes to enable timely intervention, supporting the Asset manager as appropriate.
    • Support the identification of mitigation action for equipment technical obsolescence liaising with suppliers on the technical design.
    • Support the Asset Manager in the construction of the Asset Management Strategy plan.
    • Following the appropriate processes (i.e., Surveillance Sensor / Navigation Aid usability assessment) to provide advice for continued use.
  • Post Design Services (Primary Role)
    • Review and update maintenance documentation.
    • Assess OEM and modification proposals, through Configuration Control Boards, verifying the impacts of the changes.
    • Assess System and Software update proposals through Configuration Control Boards, verifying the impacts of changes.
    • Assess and review OEM repairs schemes.
    • Manage problems with allocated systems.
    • Develop asset support strategies and assist the Engineering Validation activities including the creation of supporting documentation.
    • Support the initial provisioning of spares, specialist tooling and test equipment.
    • Occasional site visits to complete hands-on Fault finding and/or Network configuration tasks.
  • Technical Advice (Primary Role)
    • Provide design/engineering guidance to management on assets within the Technical Service threads.
    • Provide verbal and written support to operators and maintainers on equipment use.
    • Provide guidance and management of the integration of 3rd party equipment into Technical Services.
  • Design (Secondary Role)
    • Support the development of the requirements baseline for new Technical Services.
    • Develop concept designs in accordance with requirements derived from both external and internal customers.
    • Support the wider service domains to establish solution proposals and recommendations to meet future requirements.
    • Produce high level and low-level design documentation baselines.
    • Engage with suppliers to develop end to end solutions within the specific functional domain.
  • Delivery (Secondary Role)
    • Participate in the Engineering Lifecycle/Acceptance and Commissioning Process of delivered solutions into service, including the assurance of the fitness for purpose of the deliveries both internally and externally generated.
    • Provide the project teams with technical advice and onsite support where required to deliver solutions through to customer acceptance.
  • Change (Secondary Role)
    • Generate Engineering submissions for Change Proposals, including formalising the change description, requirements, architectural design and engineering plans.
    • Ensure that the impact of change is assessed, and that agreed change is captured in the requirements baseline of the contract utilising other functions as required.

REQUIREMENTS

The role requires technical knowledge and experience of network architecture and solutions. Demonstrate suitable professional qualifications such as CCNA/CCNP/Juniper JNCIA OR provide relevant evidence of minimum of 3 years’ experience in designing, delivering, testing or supporting network solutions within military and/or air traffic management domains or equivalent organisations. Experience of Network Test Tools (Packet Generators, Packet capture).

Desirable:

  • Ability to work in a regulated environment, e.g., Air Traffic management (CAP 670 or Defence Standard 00-972).
  • Design, Commissioning & Support of Air Traffic Management equipment meeting applicable standards, or other high integrity systems.
  • Knowledge of Microwave link and/or BLoS technologies and their components.
  • Provision of NOC/SOC services (working within or managing).
  • Good understanding of VoIP Systems (EUROCAE ED-138).
  • Relevant experience of System engineering on high-integrity real-time systems within large scale, multi-disciplined projects (Enterprise Architect or MooD).

KEY SKILLS

The role requires someone with a degree in engineering discipline or equivalent relevant professional qualification. Experience, preferably within the Air Traffic Management environment, or similar regulatory/safety environment. Knowledge and personal experience/expertise in at least one of the systems covered by the role. A high degree of commitment and appreciation of designing and supporting operationally critical systems is essential. Motivated to work independently as required and to drive outcomes and solutions in accordance with programme and project priorities. Able to travel within the UK and by agreement overseas on a limited basis to support implementation of technical solutions. An ability to describe technical problems and information in a manner which can be understood by a non-technical audience.
