BRIEF

To ensure that MS Society DSE users are safe. This is a one-off project that aims to bring the MS Society in line with the legislation around Display Screen Equipment (DSE)/workstation assessment system. The MS Society would like to be able to run an internal system that utilises its existing online Display Screen Equipment (DSE) training and assessment system more effectively, so that all DSE users (office, homeworkers, and hybrid) can operate their equipment safely and all legal requirements are met.

KEY DELIVERABLES

  • A needs analysis that clarifies where the MS Society sits now with regards to its DSE provision, and the outcomes required to meet our aims.
  • A framework that shows how these outcomes can be met and the DSE process can be managed effectively in the future.
  • Practical guidelines on how this framework could be implemented.
  • A matrix that rationalises what training will be required for those implementing and managing the process, so it succeeds going forward.

All proposals would need to include:

  • Details of how the project would meet the key deliverables
  • Costings for the one-off project itself
  • How long this one-off project would take from initial assessment to implementation
  • Likely implementation costings if the recommendations are followed

BACKGROUND

In 2020, the team that managed the MS Society's Display Screen Equipment Management system left the Society and were not replaced. As an interim solution, using an online system run by an organisation called IHASCo has been used.

  • IHASCO system which covers: DSE training: the basics plus hot desking, laptops, handheld devices, cleaning, posture; DSE assessment - simple, clear assessment, advice on resolving or escalating issues.
  • HR Advisor - Learning and Development who sets up staff on the system and supports the referral of any staff who need to access occupational health.
  • Fulfilment and Contracts Officer in the Customer Services team who purchases any equipment that is needed by staff - usually following occupational health referrals.

WHAT'S MISSING

  • No one implements, runs, manages, or reviews the DSE system: The system needs to be managed centrally to ensure consistency across the Society.
  • No DSE assessors: There are no DSE assessors within the MS Society at this time, meaning as there is no basic support, anything that cannot be solved by the iHASCo system is sent to occupational health.
  • No real idea of whether or not the system is being used as it should be: Although on recruitment, all staff will have been signed up to the online DSE training and assessment through HR, there has been no monitoring or follow-up to determine if staff have completed the assessment and training and no system for setting up refresher training and assessment every three years.
  • No clear process in place for using this system: There is no clear process around the iHASCo system as the infrastructure does not exist to support this.
  • Hybrid working: No specific guidance on use, responsibilities, inspection and maintenance of equipment. No action since the changes to HSE guidance (June 2024) which affects the MS Society approach to hybrid working. Where staff use DSE in the home and office, the assessment should cover both situations. Make sure those working at home can achieve a comfortable, sustainable posture. They may not need office furniture or equipment at home to achieve this. But you should check if their own equipment is suitable.
  • Homeworkers: No specific guidance on use, responsibilities, inspection, and maintenance of equipment.
