We are working with a Gloucestershire County Council on a Senior Commissioning role within SEND services. This is to lead on project work within specialist placement and commissioning.

Location: Gloucestershire County Council

Set-up: Hybrid – ideally 1 day per week on-site (TBC)

Rate: £450/day via umbrella, inside IR35

Duration: Initial 6-month sign-off, likely extension

Hours: 3 days – Wednesday to Friday

Responsibilities include:

  • To lead on the design, development and delivery of a range of service workstreams for families or children and young people which will secure good outcomes for all Gloucestershire residents and ensure services provide excellent value for money.
  • Workstreams will be driven by both local priorities and national policy reforms through the DfE SEND and Alternative Provision Change Programme.
  • Specifically, to review Gloucestershire’s Universal banding system and maintain special school place planning.

Requirements:

  • To work in partnership with internal and external stakeholders and schools to successfully deliver a reviewed Universal banding system.
  • To ensure maintained special schools in the county have commissioning briefs appropriate to their current population, the needs of the county for 2025 and onwards.
  • Work with the Head of SEND, Specialist Commissioner, schools; finance and wider partnership stakeholders.
  • Review the financial impact of changing from the resource allocation model to the Universal banding system, and project forward the financial impact.
  • Review current commissioning briefs.
  • Determine current special school place population needs.
