Basildon Borough Council is delighted to be supporting Basildon Borough Council to recruit two Town Centre Regeneration and Delivery Managers on an initial 6-month temporary basis. Please note that these posts will be based in the office 2-3 days per week.

Main Purpose: Basildon Borough is leading a high-profile and ambitious regeneration agenda, with a specific focus on delivering vibrant, inclusive and economically resilient town centres. This post plays a pivotal role in shaping and delivering this vision, especially in Basildon Town Centre, our catalyst for regional cultural and leisure-led growth.
The Town Centre Regeneration and Delivery Manager is required to:
- Support the Executive Director Growth and Partnerships as they lead and manage the Regeneration and Delivery functions and in their responsibility for the implementation of projects, programmes and initiatives across the Borough in line with the Council’s plans, strategies and priorities.
- Develop strategy and policy in line with best regeneration practice.
Main Responsibilities: This post will work across the Growth and Partnership Directorate supporting the Assistant Director Planning, Regeneration & Economic Development and Assistant Director Property, Assets & Development in leading the Council’s regeneration functions and provide regeneration expertise across the Council’s services as required.
- Contribute regeneration expertise and innovative solution-based thinking and practice into the Directorate and to lead by example to develop a culture of high productivity, delivery and professionalism.
- Develop work plans and programmes working across both the Planning, Regeneration & Economic Development and Property, Assets & Development teams, ensuring that all programmes are monitored and managed to ensure highest standards of compliance and performance monitoring and to play a key role in the development of corporate regeneration policies and procedures.
- Prepare regular updates and briefings for the Executive Director for Growth and Partnerships as well as reports and briefings to Council and external bodies in respect of regeneration strategy, programmes, budgets, outputs and outcomes, including value for money assessments.
Key skills and experience required:
- Extensive local government experience in a regeneration environment including evidence of being able to provide high level professional advice in a corporate setting.
- Significant experience of managing multiple and complex projects, delivering them on time and in budget and proven track record of project, resource and people management including evidence of effective management of individual performance.
- Substantial evidence of effective financial management and commercial acumen, successfully aligning demand with resources with demonstrable evidence of having successfully participated in complex change programmes and projects.
