The Telecommunication Operators Engagement and Delivery Manager will spearhead strategic collaboration with Telecommunication Operators to deliver critical operational capabilities. This role will ensure the successful implementation of communications data systems and services that support the operational needs of law enforcement, intelligence agencies and other authorised users.

The role encompasses stakeholder engagement, programme delivery oversight, risk and issue management, and alignment with legal and regulatory frameworks. It involves working across government, industry, and technical delivery teams to ensure timely and effective implementation.

Establish and maintain trusted relationships with key Telecommunication Operators. Ensure the successful delivery of new and enhanced communications data capabilities. Drive continuous improvement in delivery processes and stakeholder collaboration.

Essential skills and experience:

  • Manage critical government relationships with Telecommunication Operators to ensure complex technical work can be taken forward and provide vital capabilities for the law enforcement and intelligence communities.
  • Build and maintain strong working relationships in an incredibly complex stakeholder environment facilitating collaboration in order to achieve successful outcomes for the business.
  • Good understanding of telecoms operations and their regulatory compliance requirements.
  • Ability to align delivery with national priorities, legal frameworks and long-term capability needs.
  • Ensure the Telecommunication Operators Delivery Team delivers vital operational capabilities for operational colleagues.
  • Manage the commercial processes with Telecommunication Operators in order that their resulting work can be overseen and assured.
  • Ability to provide oversight to the work of the Telecommunication Operators to assure the delivery of new and improved capabilities.
  • Experience working with or within government agencies, particularly in national security, law enforcement, and intelligence contexts.
  • Demonstrated success in delivering secure and resilient technology solutions in regulated environments.

Essential qualifications:

  • Proven experience of working with Telecommunication Operators, law enforcement, intelligence agencies, working with sensitive capabilities and a thorough understanding of the Investigatory Powers Act.
  • Demonstrable experience in stakeholder engagement, delivery management, or telecoms operations (5-10 years).
  • Appropriate security clearance level.
