OVERVIEW OF THE ROLE
Deliver Health and Safety compliance for a portfolio of residential and mixed-use properties. Support the Head of FM Compliance in the review of new and existing Health & Safety legislation and implement policies and processes to achieve compliance and identify opportunities for improvement. Lead a review of commercial tenants H&S and fire safety information providing competent advice and establish processes for continued review.

JOB RESPONSIBILITIES / STRATEGIC DELIVERABLES
The below details job responsibilities and longer term objectives that the post holder will be expected to undertake / achieve such tasks as may be reasonably expected within the scope of the role and business requirements. The below are not exclusive or exhaustive.
Strategic Deliverables:
- In collaboration with the Head of FM Compliance deliver health & safety (h&s) compliance. Working with the Head of FM Compliance, monitor changes in health & safety legislation and update internal policies and training accordingly.
- Provide competent support to the team in their delivery of Fire and H&S Compliance.
- Deliver compliance of cooperation and coordination between the Estate and commercial tenants.
- Support the Residential Team with a review of the residential headlease and right to manage portfolio.
Health and Safety Projects
- With support from external consultants and in collaboration with the Head of FM Compliance establish and lead a review on the exchange of health and safety information between the Estate and commercial tenants. Review the information received and address any gaps.
- Identify reporting mechanisms to highlight known risks to the Estate.
- Establish processes for continued cooperation and coordination under the Management of Health & Safety at Work Regulations (1999).
- Support the Fire Safety and Compliance Manager with establishing Mandatory Occurrence Reporting requirements and provide competent support in the event of a Mandatory Occurrence.
- Provide competent support to the Residential Team with a review of the health & safety information requested from residential head lessees and properties that have a Right to Manage.
- In collaboration with the Head of FM Compliance monitor, review and support the progress of H&S and Fire Risk Assessment actions.
- Review reporting functions with a view to improve the visibility of any risk.
Health & Safety Compliance
- Keep up to date on changes in legislation and best practices of health and safety and feedback recommendations if changes are required.
- Develop and implement health and safety policies.
- Monitor compliance across the Estate’s activities and properties.
- Lead on contractor management to ensure competency of the Estate’s supply chain.
- Conduct audits of contractors, properties and works to monitor and review health and safety arrangements.
- Investigate incidents or accidents or near misses, report on findings.
- Join the Health & Safety Committee.
- Collaborate with internal teams, contractors and consultants to support compliance.
- Maintain health and safety records, reports and asset registers where required.
PERSON SPECIFICATION

- Well-developed knowledge of H&S Legislation to include but not limited to HSW Act 1974, Working at Height Regulations 2005, Control of Asbestos Regulations 2012, CDM Regulations 2015, Regulatory Reform (Fire Safety) Order 2005, Fire Safety Act 2022, Building Safety Act 2022
- Experience interpreting and implementing new legislation and setting up policies and processes to ensure compliance.
- Established experience in a senior position working in Facilities Management, Property Management or a Health and Safety property related role.
- Competent in reviewing and writing Health and Safety and Fire Risk Assessments.
- Experienced in carrying out H&S audits of properties, contractors and works.
- Experienced in using Excel, Outlook, Health and Safety and/or or CAFM software.
- Expertise in driving behavioural safety culture change and reinforcing the Estate’s H&S culture.
