To lead and manage the Homes & Communities Finance Teams within Financial Management, supporting the Homes & Communities, advising on relevant aspects of strategic finance and business partnering, alongside comprehensive financial direction, support, and guidance to a range of Council's services and Directorates.
Responsibilities
- Leadership and Management: Lead and manage the Homes & Communities Finance Teams, providing strategic financial direction and support to various Council services and Directorates.
- Project Support: Support transformation and business-led projects within Homes & Communities, ensuring timely and robust financial information for decision-making and shaping project outcomes. Ensure budgets are realigned to meet savings targets and report on delivery timing differences.
- Financial Support to Management: Support Senior Management and their budget managers in budget management responsibilities, ensuring compliance with Financial Standing Orders and policies.
- Strategic Financial Advice: Provide financial leadership and strategic advice to develop robust financial plans and reflect future service needs in the Council's medium-term financial forecast (MTFF).
- Financial Information Provision: Deliver high-quality, accurate, and timely financial advice and information to Directors, Heads of Service, and budget managers. Promote a self-service culture supported by strategic business partnering.
- Financial Modelling: Lead on demand-led budget modelling within Homes & Communities, ensuring robust forecasts and using trend data to inform MTFF decisions.
- Statutory and Legislative Support: Support statutory accounting, external audits, and legislative changes impacting finance.
- Internal Relationships: Maintain effective relationships within the Finance directorate to support strategic financial planning, training, and development.
- External Relationships: Build relationships with community stakeholders, government, professional bodies, and other entities to enhance service performance and expertise.
