We are currently seeking a Policy and Insight Manager to join our team. In this hybrid role, with travel across our sites, you will monitor the evolving legal, regulatory, and social landscape to assess its impact on our operations and influence wider housing policy where appropriate. You will lead on designing and delivering research projects, using data to generate actionable insights that drive decision-making. A key part of your work will involve building strong relationships with internal teams and external partners to collaborate on innovative policy and research initiatives. Requirements
- Carry out regular horizon scanning to identify new and emerging changes in public policy impacting on Together Housing's strategic objectives and day-to-day operations.
- Lead the Policy and Insight team in providing advice to the Board, Executive and Operational Teams on changes in the external operating environment, through regular updates and briefings.
- Prepare responses to relevant consultations from Government, the Regulator of Social Housing, Housing Ombudsman and other sector bodies where appropriate.
- Lead the team in compiling and producing a range of annual reports including Environmental, Social and Governance standards and the delivery of Corporate Plan objectives and value for money.
- Support service leads in providing insight and advice in developing internal and customer policies to ensure legal and regulatory compliance and general good practice.
- Develop a robust approach to policy consultation through appropriate Resident Engagement structures.
- Lead and coordinate research activity and insight projects which support THG's Corporate Strategy outcomes and statutory obligations, including the development of an annual research plan.
- Develop links with relevant organisations e.g. Universities, Think Tanks, Research bodies etc. to share insight and learn lessons from relevant research into housing and other social policy issues.
- Lead the team in generating actionable insight from research and data analysis to inform and support Business Improvement colleagues in implementing changes in policy and process improving outcomes for customers and the wider business.
- Maintain effective relationships with colleagues, board members, and customers, ensuring high customer service standards and continuous improvement.
- Develop and maintain strong internal and external networks with sector bodies and other agencies e.g. National Housing Federation, Northern Housing Consortium, regional housing partnerships.
We are looking for someone who has:
- A full UK driving license and access to a vehicle.
- In-depth experience of developing policy and/or responding to policy developments within social housing or other relevant social policy field.
- Experience of analysing data and presenting information both verbally and in written format to a high quality.
- Experience of drawing up policy and practice implications from findings.
- Ability to think critically and strategically about policy issues, identifying long-term implications and opportunities for improvement.
- Excellent attention to detail and strong analytical skills to support developing or reviewing policies.

- Starting salary of £46,894.
- 27 days holiday (rising to 32 over 5 years' service) + bank holidays.

- This position will involve working from both our Halifax and Blackburn offices, with a requirement to attend the office twice a week.
- The team is distributed across both locations. During the remainder of the week, you will have the flexibility to work from home.
- This is a permanent, full-time position requiring 37 hours of work each week.
- Hybrid role - approximately two days a week in the office.
