Warrington Borough Council is embarking on a critical period of transformation. Following a Best Value Inspection, the Secretary of State has determined that the Council is failing to comply with its Best Value Duty in key areas including governance, strategic finance, and use of resources. In response, the Council will be delivering an Improvement and Recovery Plan, with the Minister minded to appoint Ministerial Envoys to support this. Alongside this, we are committed to a bold and far-reaching Comprehensive Modernisation and Transformation Programme to reshape how we operate, make decisions, and deliver for our communities.

This newly created leadership role will sit at the heart of that change. It will provide strategic oversight of the Improvement and Recovery Plan, while driving transformation across all departments and service areas. Working closely with the Chief Executive, Senior Leadership Team, elected members, and external partners, the postholder will play a critical role in restoring trust, building organisational strength, and setting a new direction for the Council. The postholder will be a member of the Senior Leadership Team.

This is a rare opportunity to lead improvement at scale — with the platform, mandate, and urgency to make a lasting impact.
