BRC are working closely with a South West local authority handling local services for about 450,000 residents. The role involves leading and managing the authorities strategic asset management, including the implementation of the Asset Management Strategy, performance assessment of property assets, and risk-based decision-making on investments and disposals. The position entails oversight of the Asset Management, Building Safety, and Compliance teams, as well as responsibility for planning and governance within Landlord Services. It includes maintaining the HRA business plan, supporting service development and cultural change, ensuring effective stakeholder engagement, and providing strategic leadership and clear management across various services.

Duties:

  • Develop and manage the Council’s strategic approach to asset management through detailed maintenance and analysis of asset data and ongoing consultation activities with staff and residents.
  • Lead on the implementation of the Asset Management Strategy, being accountable and responsible for establishing, implementing, reviewing and revising plans which translate strategy and priorities into delivery.
  • Making presentations as required to internal and external stakeholders.
  • Develop and maintain a robust assessment of the performance of all property assets maximising return on investment to include financial, social and environmental aspects.
  • Oversee the development of a grading system of asset risks to inform an active asset management approach for decisions on the redevelopment, investment, change of tenure, new provision and disposals.
  • Be accountable to the Housing Committee, the Chief Executive, and the Executive Management Team for the work of the Asset Management, Building Safety and Compliance Commissioning teams and produce and present reports as required.
  • Work with appropriate directors and management team in delivering change management, cultural change and on-going reviews of service development, working closely with colleagues across the business to establish and support the ‘golden thread’ approach required.
  • Management of all aspects of Landlord Services planning, strategy, and governance, including maintaining the HRA business plan, service user involvement, strategy and policy development.
  • The strategic development of and performance monitoring for Service Level Agreements.
  • Leadership of the Building and Fire Safety strategic functions.
  • To provide confident leadership and clear management across wide-ranging services so as to ensure the effective strategic development and operational delivery of those services.
  • A commitment to co-operation across teams and directorates within the Council and its stakeholders.

Requirements:

  • Relevant professional qualification in a property related field or relevant experience in property management and evidence of continuing professional and managerial development.
  • Ability to represent the organisation internally and externally at a senior level with all stakeholders.
  • Ability to write clearly and effectively and deliver complex information to a wide range of audiences.
  • Ability to develop and effectively maintain evolving strategies to deliver efficiencies.
  • Ability to interpret data to provide trend analysis and forward planning.
  • Understands risk management and able to assess promote risk awareness without being risk averse.
  • Experience of managing and developing services to improve outcomes for citizens and customers.
  • Ability to lead and manage, inspiring and motivating people across a wide-ranging services to ensure effective Strategic service development and operational delivery of those services.
  • Ability to manage performance effectively and to hold all team members to account.
  • Ability to plan and manage all finance and budgets to meet performance targets.
  • Ability to actively contribute to innovation and to take analytical approaches to solving complex and challenging problems.
  • Experience of using digital technology to deliver and improve services.
  • Experience of working in complex and diverse organisations.
  • Ability to provide leadership and shape responses to cross-cutting issues throughout Housing & Landlord Services.
  • Ability to cope well with and overcome ambiguity through use of effective change management approaches.
  • Ability to work effectively and credibly with diverse and complex stakeholders.
  • Highly developed advocacy, negotiation and presentation skills.
  • Provide service wide leadership to ensure residents needs remain a focus of service delivery, ensure feedback is captured and used to improve outcomes for residents.
  • Demonstrate leadership which champions collaboration through excellent partnership & stakeholder engagement.
