We are seeking an experienced and driven Interim Learning & Development (L&D) Manager to lead and manage the strategic direction, design, and delivery of learning and development across our central government organisation. This pivotal role will sit within the HR department and will be responsible for shaping a high-impact L&D function aligned with organisational priorities and civil service values.

The role will provide both strategic leadership and hands-on delivery oversight, ensuring learning solutions support capability development, employee engagement, leadership effectiveness, and compliance requirements.

Key Responsibilities:
  • Strategy & Leadership
    • Develop and implement a fit-for-purpose L&D strategy aligned with organisational goals and civil service reform agendas.
    • Act as the L&D subject matter expert within HR, contributing to broader workforce planning and people strategy initiatives.
    • Provide thought leadership on modern learning practices, digital learning, and leadership development.
  • Programme Management & Delivery
    • Oversee the planning, procurement, and delivery of high-quality L&D programmes, both internal and external.
    • Manage the end-to-end training life cycle, including needs analysis, design, delivery, and evaluation of learning interventions.
    • Ensure compliance with mandatory training and professional development requirements.
  • Stakeholder Engagement
    • Work in partnership with senior leaders, HR Business Partners, and departmental heads to understand learning needs and drive engagement.
    • Liaise with Civil Service L&D networks and external providers to benchmark and adopt best practices.
  • Line Management & Team Leadership
    • Provide day-to-day management, coaching, and support to a small team of L&D advisors/officers.
    • Set clear goals and KPIs for team members, supporting performance and professional development.
  • Governance & Reporting
    • Monitor and report on the impact, reach, and ROI of L&D initiatives.
    • Ensure robust governance, data tracking, and alignment with public sector standards and frameworks (e.g., GCF, Success Profiles).
Essential Experience & Skills:
  • Proven experience leading L&D strategy and delivery in a complex organisation, ideally within central government or wider public sector.
  • Strong understanding of civil service learning frameworks, capability building, and digital learning tools.
  • Experience managing L&D budgets, contracts, and procurement of external training providers.
  • Excellent interpersonal and stakeholder management skills with a collaborative and consultative approach.
  • Demonstrated experience in line management, team development, and performance management.
  • Strong analytical and problem-solving skills with the ability to evaluate impact and drive continuous improvement.
Desirable:
  • CIPD qualification or equivalent.
  • Familiarity with Civil Service Learning (CSL) platforms and Government Campus strategy.
  • Experience supporting large-scale transformation or organisational change programmes.
