The Role

We are searching for an enthusiastic and talented individual to join the Anti-Corruption Unit (ACU) as a Detective Sergeant. The ACU is responsible for assessing and investigating allegations of all types of police corruption involving Surrey Police employees or investigations into members of the public who are suspected of attempting to corrupt serving employees. Our philosophy is 'prevention is better than cure'. We aim to address potential problems early to protect both our staff and officers who find themselves in a vulnerable position and put the organisation at risk.

As ACU Detective Sergeant, you will manage a team of Field Intelligence Officers, Intelligence Analyst and Researcher, providing strategic and tactical counter corruption advice and support, informed by the Forces’ Strategic Threat Assessment and Control Strategy. You will oversee the intelligence harvesting, assessment and management processes, working collaboratively with local, regional, and national stakeholders. You will manage covert operations focused towards disrupting and detecting police infiltration and corruption.

We welcome candidates who are passionate about tackling misconduct and corruption but also have experience in safeguarding investigations. A problem-solving approach is essential promoting innovative ways of working.

The role is based at Mount Browne, Surrey Police Headquarters and the hours are typically Mon-Fri 0800-1600. Key Responsibilities

  • Build strong working relationships with internal Divisions / Departments to enable collaboration and the introduction of effective working practices to reduce misconduct.
  • Manage and direct criminal intelligence operations by complying with National and Force policies and guidelines, together with appropriate legislation.
  • Supervise Corruption and Misconduct Investigations and enquiries within the Anti-Corruption Unit (ACU).
  • Supervise surveillance and deployment of covert tactics to support investigations and intelligence development.
  • Assess and direct action to be taken with respect of received intelligence and information on Corruption and Misconduct in accordance with RIPA, the National Intelligence Model and National Decision Model.
  • Provide feedback and guidance to senior management regarding officer and staff conduct issues within their business area.
  • Research and develop intelligence packages on nominated subjects, providing excellent intelligence information for presentation at the PSD Tasking and Co-ordination Group.
  • Undertake specific investigations and intelligence gathering operations by coordinating resources and allocating them in order to utilise skills available.
  • Identify and exploit the best use of technology to support the identification of abuse of authority or corruption.
  • Be responsible for welfare, morale and discipline of staff, to ensure they are motivated, and their needs are catered for.

Skills & Experience

  • Recent operational experience of proactive intelligence investigations.
  • Evidence of a creative approach to problem solving to develop intelligence operations.
  • Sound knowledge of National and Force policies and guidelines.
  • Demonstrate the ability to make effective use of all sources of criminal intelligence to ensure any opportunities are developed to improve intelligence known on individuals.
  • Ability to maintain the highest levels of integrity, discretion, and confidentiality.
  • Excellent communication skills and ability to engage a variety of audiences through a range of media to inform and/or persuade.
  • Experience in safeguarding, including the support of vulnerable people and risk management of perpetrators.
  • Able to seek out and identify a range of information to identify patterns, trends and options, to solve complex problems.
  • Develop trusting relationships with a variety of stakeholders to collaborate and ensure that their needs and concerns are fully understood and responded to in an appropriate way.
  • Analyse problems and make sound decisions with tact, diplomacy and sensitivity where necessary.
  • Produce clear, concise and logical reports, working to strict deadlines.
  • Be prepared to be security vetted and to undertake any appropriate training or self-development necessary to both gain and improve the level of expertise required for the post.

Desirable

  • An understanding of the work of PSD, in particular the Police Conduct Regulations 2020 and other relevant legislation.
  • Experience in delivering projects and using a creative problem-solving approach to achieve desired outcomes.
