The Interim Finance Director will oversee the financial operations of the organisation, ensuring efficient financial management and compliance within the public sector. This temporary role requires an experienced professional with strong expertise in accounting and finance. The organisation operates within the public sector and is based in Cardiff. As a medium-sized entity, it plays a significant role in delivering essential services and ensuring financial transparency.
The Finance Director is required to work for this Public Sector organisation 1 day per week. They will report to the CEO and will manage a small Finance Team.
Key responsibilities will include:- Oversee the organisation's accounting and finance functions to ensure accuracy and compliance.
- Provide strategic financial guidance to support decision-making processes.
- Monitor and manage budgets, forecasts, and financial planning activities.
- Ensure compliance with public sector financial regulations and reporting standards.
- Lead the preparation of financial statements and reports for stakeholders.
- Manage relationships with external auditors and regulatory authorities.
- Identify and implement process improvements to enhance financial efficiency.
- Support senior leadership with insights on financial risks and opportunities.
- Lead the review and challenge of management accounts, forecasts, and balance sheet reconciliations.
- Oversee in-year forecasting and performance reporting, providing strategic insights and analysis.
- Review and contribute to ARAC and Board papers, ensuring clarity and accuracy.
- Provide financial oversight for business planning, scenario modelling, and decision-making.
- Manage cash balances, grant claims, and drawdowns in line with Welsh Government requirements.
- Ensure compliance with financial systems, payroll processes, and VAT and tax returns.
- Lead the preparation and review of the Annual Report & Accounts, liaising with auditors and regulatory bodies.
- Maintain and update financial policies, ensuring alignment with best practices and audit recommendations.
- Support grant activity governance and quarterly compliance checks across finance and procurement.
A successful Interim Finance Director should have:
