Location: Manchester (M60)

Hybrid: Yes (2 days in office, flexible on which days)

Hours: Monday to Friday 9am-5pm (37hrs per week)

Pay: £40.00-£50.00ph paid weekly via umbrella

Duration: Ongoing Contract – Long Term with no end date in sight

Responsibilities of the role include:

  • Undertaking the role of Engineer / Planning Application Assessor within the Highways Development Control Team.
  • Assessing planning applications (including Condition Discharge submissions) under relevant legislation, policy and guidance and providing technical responses.
  • Managing their own caseload of diverse planning applications including strategic major developments, providing high quality technical responses and maintaining communication with the Planning Authority.
  • Being a senior support to the team and point of reference for colleagues across Highways and the wider Council.
  • Undertaking stakeholder support and influence/negotiation with both private and public clients, external stakeholders, including Transport for Greater Manchester and developers, supporting with the management of relationships, providing advice and feedback.
  • Quality assurance – undertaking technical reviews of design information and reports.
  • Engaging developers with pre-application discussions, offering technical guidance and influencing outcomes.
  • Providing input into review/updates to local highway policies and technical guidance.
  • Providing impartial advice and negotiating with developers to secure new/improved highways infrastructure to be secured by appropriate legal highway agreements and planning conditions.
  • Maintaining a close working relationship with the Planning Team and wider Highways Service.

Technical Requirements:

  • Significant experience of working within a highways environment - with a background in Development Control including the review of/input into planning submissions either as a technical assessor or Transport & Highways Consultant/Planner.
  • Must hold a minimum of a HNC / Degree in a relevant Planning /Highways discipline.
  • Chartered/Incorporated Engineer or Membership of a relevant Institution would be advantageous.
